Purpose
This report, in line with the above delegated authority, seeks approval to progress the Portobello Community Centre Priority Works as an early phase pilot scheme under the Pride in Place Programme in 2026/27.
Decision
- Approved the allocation of £124,000 Pride in Place Programme capital funding to the Portobello Community Centre scheme as a priority Community Spaces project.
- Approved a £276,000 virement from Corporate Provision and Contingency for Future Programmes Budget to the Portobello Community Centre scheme to enable delivery.
- Noted that this theme forms part of the Regeneration of community Spaces Improvement Theme, contributing to Pride in Place Bilston programme outcomes.
- Noted that the future management and operation of Portobello Community Centre will be progressed in accordance with the Council’s Community Asset Transfer (CAT) Strategy, including a fair and transparent Expression of Interest process, assessment against clear eligibility and community benefit criteria, development of a full business case by any preferred community organisation(s), and formal approval through the Council’s asset transfer governance process prior to any handover.
- Noted that any future CAT will be subject to evidence of organisational capacity, governance arrangements, financial resilience, risk management, inclusive community access, and a sustainable operating model capable of supporting the long-term stewardship of the asset.
