Purpose

To agree waivers to the contract procedure rules to extend three car parking contracts with several other district councils.

Decision

The Assistant Director of Engineering submitted a report to seek approval to award three car parking related contracts for enforcement officers, enforcement back-office software and cash collection services.

Decision

The Resources Portfolio Holder agreed:

·       That approval is given to award a contract to NSL, part of Marston Holdings, for the provision of car park enforcement officers at an estimated value of £73,293 per annum, for an initial term of 12 months with the option to extend for a further 12 months, using the exemption to the Contract Procedure Rules contained within the Financial Procedure Rules at Part 4.06.07 of the Council’s Constitution on the basis of Demonstrable Best Interest.

·       That approval is given to award a contract to APCOA Parking for cash collection services from council car parks at an estimated value of £13,480 per annum, for an initial term of 12 months with the option to extend for a further 12 months, using the exemption to the Contract Procedure Rules contained within the Financial Procedure Rules at Part 4.06.07 of the Council’s Constitution on the basis of Demonstrable Best Interest.

·       That approval is given to award a contract to Unity5, formerly Chipside, for enforcement software, including the processing of PCNs, at an estimated value of £13,310 per annum, for an initial term of 12 months with the option to extend for a further 12 months, using the exemption to the Contract Procedure Rules contained within the Financial Procedure Rules at Part 4.06.07 of the Council’s Constitution on the basis of Demonstrable Best Interest.
