Purpose

JBA Consulting were procured in 2023 following an open tendering exercise conducted in accordance with the Council’s financial regulations, to prepare a Level 1 Strategic Flood Risk Assessment for the Fylde Coast authorities (Blackpool, Fylde and Wyre Councils).
There is a requirement to update the Strategic Flood Risk Assessment (SFRA) Level 1 due to national updates in flood risk modelling produced by the Environment Agency.

Decision

To directly appoint JBA Consulting to update the Fylde Coast Level 1 Strategic Flood Risk Assessment (SFRA) and prepare a Level 2 SFRA for Fylde Council.

Alternative options considered

An open tendering exercise was considered and rejected due to the additional time it would take which would not offer a satisfactory alternative without additional work being necessary at additional cost and time.
