Decision

Background / Decision Summary: Residents parking restrictions for R66 have recently been implemented to include Heslington Road. Properties 90-104 Heslington Road were already included within R21 ResPark boundary providing off street parking on Daysfoot Court and Regent Street at the time of the implementation of R66, as such the properties were not included within the R66 boundary which then prevented residents from parking to the front of their properties. Some residents raised concerns when the R66 restrictions were implemented as such we consulted with the affected properties on if they wished to remain within R21 or transfer to R66. During the consultation 4 properties wished to move to R66 and 2 wanted to remain in R21, 2 did not respond.

After consultation with the Executive Member and due to the responses received it was recommended that no further action was taken.

After residents were updated on the decision made to leave the properties within R21 a petition was submitted, signed by a resident from each of the affected properties, requesting the decision to be reconsidered as they were all now in support of transferring to R66. The petition indicates that residents misinterpreted the original request and seeks for the decision to be reviewed.

In light of the petition signed by each household affected it is recommended that a change to the Traffic Regulation Order is advertised so that any representations for or against the proposals to transfer properties 90-104 Heslington Road from R21 residents parking scheme boundary to R66 can be publicly considered by the Executive Member to determine what action should be taken.
