Decision

In April 2026, the Executive approved the Delivery Strategy of a long-term Strategic Delivery Partner to support delivery of the Housing Delivery Programme and the Council's wider regeneration objectives, and delegated authority to the relevant Directors to complete the procurement and enter into the resulting contract.

Following completion of the procurement process, this decision approves entry into contract with the successful bidder, Willmott Dixon Construction Limited and Cityheart Limited, in accordance with the Council’s Financial Regulations, Contract Procedure Rules and applicable procurement legislation.

Individual major construction contracts remain subject to separate business cases and further Executive approval.
