Decision

Osbaldwick Link Road:

Resolved:   To take No Further Action at this time.

Reason:      It is acknowledged that previously reported issues on Osbaldwick Link Road have subsided. Therefore, in this location it has been decided to take no further action at this time, leaving the area under review and implementing the proposed restrictions at a later date if the issue returns, as there is a two-year limit on the introduction of the proposal.

Murton Way (West):

Resolved:   To amend the York Parking, Stopping and Waiting Order 2014 as advertised.

Reason:      Pedestrians are currently being restricted from accessing or using the tactile crossing points located on Murton Way due to vehicles parking close to and opposite the junction of Beckett Drive, which has led to vehicles approaching the junction in the centre of the carriageway and visibility issues when exiting the junction or the driveways of properties opposite the junction.

This restriction helps avoid and prevent danger to persons or other traffic, facilitates passage for all road users and preserves or improves the amenities of the area. The changes will also improve accessibility for footway users and reduce risk of carriageway obstruction for all vehicles when approaching or using the junction.

Murton Way to the village of Murton:

Resolved:   To amend the York Parking, Stopping and Waiting Order 2014 with a lesser restriction than advertised.

Reason:      The parking in this location is occurring on the verge and footway which is removing access to the footpath for pedestriansand reducing visibility for road users. There is footway to only one side of the carriageway.

The lesser restriction will help avoid and prevent danger to persons or other traffic, prevent damage to any building on or near the road and facilitate passage on the road or any other road of any class of traffic (including pedestrians)

The changes proposed will improve accessibility for footway users, and reduce risk of carriageway obstruction for all vehicles when travelling on the national speed limit section of Murton Way.

Osbaldwick Village:

Resolved:   To amend the York Parking, Stopping and Waiting Order 2014 with a lesser restriction than advertised.

Reason:      Provision of parking amenity is difficult in this area due to the geometry, but the current situation results in endangering all road users at all times of day due to parking on the bend.

With the restrictions implemented, parking amenity around the junction where Osbaldwick Village meets Murton Way and Osbaldwick Lane will be between 10m and 70m further away, though some parking amenity will be retained on Osbaldwick Lane.

Double Yellow Lines will still allow residents to utilise online shop deliveries, access for tradespeople and blue badge parking (for up to 3 hours, non-obstructive) and will allow parking exceptions for wedding and funeral vehicles.
