Decision

Background / Decision Summary:
A Safer Routes to School (SRS) highway improvement scheme is currently being developed for Millfield Lane outside Manor C of E Academy in York. As with most schools, large volumes of pupils arrive and leave in a short space of time, and the existing facilities can sometimes be overwhelmed placing children at risk of conflict with vehicles.
Millfield Lane is largely industrial with numerous commercial vehicles regularly passing the frontage of the school. The SRS scheme aims to address concerns relating to inconsiderate driving and parking, which endangers other road users and reduces visibility where pupils are trying to cross. Improvements to the road layout are mainly focussed outside the school frontage.
Following requests from key stakeholders during consultation, it was considered that low-cost improvements in the form of a reduction in the speed limit from 30 to 20mph could be introduced through Low Poppleton Lane and to the junction with the A59 for the benefit of all road users but particularly children attending Manor School.

Comments/Observations:
The proposal to reduce the speed limit to 20mph is additional to the SRS scheme but would serve to enhance the benefits being afforded to safeguard children who use Low Poppleton Lane/Millfield Lane to attend school.

Decision: Approve to proceed with option 1 to advertise the permanent speed limit TRO

Level of Risk: Low
Only periodic monitoring needed, including follow-up speed surveys to review compliance.
