Summary
The Plans Sub-Committee No. 2 of Bromley Council met on Thursday 13 June 2024 to discuss several planning applications, including the formation of an additional vehicular access at Jubilee Cottage, the siting of a caravan at 5 Leaves Green Crescent, and the installation of information signs at Crystal Palace Park. Decisions were made on each application, with some being granted permission and others deferred for further information.
Jubilee Cottage, Cudham Lane, South Cudham
The committee discussed the application for the formation of an additional vehicular access to create a carriage driveway at Jubilee Cottage, Cudham Lane, South Cudham, Sevenoaks TN14 7PA. The site is located on a busy and tricky road, and members agreed that the plan would improve safety for residents and traffic. Concerns were raised about the impact on existing hedgerows and trees, leading to the addition of conditions to protect these features. The committee resolved to grant permission, subject to conditions including the use of porous materials for the driveway and the removal of Permitted Development Rights along the front of the property.
5 Leaves Green Crescent, Keston
The application for the siting of a caravan/mobile home within the rear garden of 5 Leaves Green Crescent, Keston BR2 6DN was discussed. This application was previously deferred for further information on the legal definition of a mobile home/caravan. The committee was informed that the additional information did not change the initial recommendation to grant the Certificate of Lawfulness. Despite concerns about potential future residential use, the committee resolved to grant the certificate, with an informative regarding the nearby protected oak tree.
Crystal Palace Park, Thicket Road, Penge
The committee considered the application for eight non-illuminated information signs/donor recognition plates to be displayed on existing railings surrounding the lake and dinosaur sculptures in Crystal Palace Park, Thicket Road, Penge, SE20 8DT. The application was deemed straightforward with no objections, and the committee resolved to grant advertising consent as recommended.
Betts Park, Croydon Road, Penge
The application for the installation of a cast stone obelisk with a concrete core on an existing stone plinth in Betts Park, Croydon Road, Penge, SE20 8TJ was discussed. The Friends of Betts Park applied for funding from the Council’s Jubilee Fund to restore the historic monument. The committee agreed there were no grounds for refusal and resolved to grant permission as recommended.
51 Sweeps Lane, Orpington
The committee discussed the application to reduce the height and depth of the existing extension at 51 Sweeps Lane, Orpington, BR5 3PE to address an Enforcement Notice issued in May 2022. Members felt the proposals were still too large and constituted overdevelopment. The committee resolved to defer the application without prejudice to seek a reduction in size.
Briarfield, Hazel Grove, Orpington
The application for the demolition of the existing garage and garden room and the construction of a two-storey side/rear extension at Briarfield, Hazel Grove, Orpington, BR6 8LU was discussed. The development also included a loft conversion and general remodelling. The committee noted that the plans were in keeping with the surrounding properties and there were no local objections. The committee resolved to grant permission as recommended.
