The South Hams Highways and Traffic Orders Committee met on Friday, 6 March 2026, to discuss traffic calming measures and road safety. The committee approved the construction of a new puffin crossing on Exeter Road in Ivybridge and agreed to explore extending the 30mph speed limit on the B3213 near David's Lane. They also discussed traffic issues in Slapton Village and noted actions taken under delegated powers.
Exeter Road (B3213), Ivybridge Puffin Crossing
The committee approved the construction of a new puffin crossing on Exeter Road (B3213) in Ivybridge. This decision was made subject to funding being allocated in the 2026/27 transport capital programme. The committee also endorsed the advertising of a traffic regulation order to amend waiting restrictions in the vicinity of the crossing. Delegated authority was given to the Director of Climate Change, Environment and Transport, in consultation with the Chair of HATOC and the local member, to make minor amendments to the scheme details.
The report presented to the committee highlighted that Exeter Road is a major route through Ivybridge, carrying approximately 9,500 vehicles daily. The proposed crossing is situated between the junctions of Brook Road and Marshals Field, an area serving Stowford Primary and Nursery School and Ivybridge Community College. Currently, the only controlled crossing is 90 metres east of Stowford School, which is not on the direct route for pupils travelling from the west. The existing uncontrolled crossing facility is described as narrow and lacking tactile paving, and the council has been unable to recruit a replacement School Crossing Patrol since 2020.
The new puffin crossing, estimated to cost £170,000, will replace the existing uncontrolled crossing. It will feature signalised lights with pedestrian detection sensors, widened footways, high friction surfacing on the approaches, and tactile paving for visually impaired users. The scheme aligns with the council's Strategic Plan (2025-2029) by improving safety outside schools and promoting active travel. Funding for the project includes £100,000 from Active Travel England's Active Travel Fund 5, with the remaining £70,000 planned from the 2026/27 Local Transport Grant, subject to approval by the Devon and Torbay Combined County Authority.
Councillor Victor Abbott, the local member for Ivybridge, expressed his support for the proposals. Some members raised concerns about the cost, which officers explained was due to extensive infrastructure work, including widening kerbs and upgrading lighting.
B3213 Near David's Lane – Speed Issues
Councillor Victor Abbott requested that the committee consider speed issues on the B3213 Exeter Road near David's Lane as a matter of urgency. He explained that the road is situated on a bend with poor visibility, and the current speed limit signage is confusing, with streetlights indicating 30mph to the east, but the national speed limit applying before a sudden change to 30mph after the junction. Both Ugborough Parish Council and Ivybridge Town Council are of the opinion that a 30mph limit should apply to the entire stretch.
The committee resolved that officers should explore options for extending the 30mph speed limit on the B3213 near David's Lane. This will include considering any representations received and liaising with the local member. The matter may be brought back to the committee in a future meeting if necessary.
Traffic Issues in Slapton Village
The Chair brought the issue of traffic issues in Slapton Village, following the loss of the A379 at Torcross, to the committee as a matter of urgency. Councillor Peter Osborne, representing Slapton Parish Council, attended to speak about the significant traffic flow problems caused by large vehicles, such as HGVs and caravans, using narrow village roads. This has led to vehicles becoming stuck and causing long delays. He highlighted the need for better signage to divert drivers.
Officers reported that discussions had taken place with the Slapton Line Partnership regarding signage and that a review was ongoing. They noted the challenges of inland signing and the issue of drivers using inappropriate satellite navigation systems. At present, 214 locations have been identified for improvement, and satnav companies have been informed.
The committee resolved to have a standing item on future agendas regarding the Slapton Line to receive regular updates from officers.
Lack of Safe Crossing on St Peter's Way, Ivybridge
Councillor Victor Abbott requested that the committee consider the lack of a safe crossing on St Peter's Way in Ivybridge. He read a statement from a resident, Ms Rachael Lockwood, who raised concerns about parking reducing visibility and the absence of a safe crossing point, particularly near the roundabout joining St Peter's Way and Exeter Road.
Discussions suggested that the town council could apply for double yellow lines to improve visibility, with Councillor Abbott's support, as part of the Local Waiting Restrictions Programme. Officers confirmed that the request for a crossing was on their list of requests from across Devon, which is extensive.
Actions Taken Under Delegated Powers
The committee noted the report detailing actions taken under delegated powers regarding advertised Traffic Regulation Orders since the last meeting. This included the implementation of a No Waiting At Any Time
restriction and a parallel crossing road hump on Cornwood Road and Westover Lane in Ivybridge, following the resolution of objections and consultation with the local County Councillor and HATOC Chair.
Bus Users and Stakeholders (BUS) Forum
Councillor Abbott mentioned discussions around linking bus and rail times. The minutes of the most recent BUS Forum meeting would be circulated when available.
Petitions/Parking Policy Reviews
There were no petitions from the public or the Council relating to parking policy reviews for the South Hams area.
Future HATOC Meetings
Members noted the dates for future South Hams Highways and Traffic Orders Committee meetings: 10 July 2026, 3 November 2026, and 9 March 2027. A brief discussion on emergency pothole repair and operative safety also took place before the meeting concluded.
