The Southern Wiltshire Area Board met on Thursday 4 June 2026 to discuss a range of community matters, including funding applications for local projects, updates on area board priorities, and environmental enforcement. The meeting also included a presentation on the work of the Local Highways and Footpath Improvement Group (LHFIG) and considered appointments to various outside bodies.
Area Board Priorities Update
The board received updates on the Southern Wiltshire Area Board's key priorities. These included progress on rural youth outreach and engagement, initiatives focused on the health and wellbeing of older people and vulnerable adults, and efforts to support the environment.
Key Partner Updates
Updates were scheduled from key partners, including a report from the Southern Policing Hub by Chief Superintendent Doug Dowing and an update from the Neighbourhood Policing Team, led by Inspector Tina Osborn. Parish updates were also anticipated. Written updates were available concerning the Neighbourhood Policing Team's work on road safety and tackling Violence Against Women and Girls (VAWG).
Environmental Enforcement
Peter White, Wiltshire Council's Enforcement Manager, was scheduled to give a presentation on environmental enforcement.
Community Spotlight: Winterslow Men's Shed
An opportunity was scheduled to highlight the positive work of the Winterslow Men's Shed within the community.
Funding Applications
The board was set to consider applications for funding from the remaining budgets. These included Community Area Grants for projects such as the Winterbourne Cricket Club's proposed non-turf practice facilities, acoustic improvements for The Brunton Memorial Hall, a community toy library by Imagine This Early Years and Family CIC, and car park wall protection for the Whiteparish Memorial Trust. Applications for Young People Grants included funding for Downton 4 Family's mentoring system expansion and Hampton Park Pavilion's youth activities.
Local Highways and Footpath Improvement Group (LHFIG) Update
The minutes and recommendations from the LHFIG meeting held on 5 May 2026 were to be noted. The report included recommendations for pedestrian warning signs in Lode Hill, Downton, and a signage and lining review in Alderbury. A comprehensive update on highway maintenance was also provided.
Appointments
The meeting was scheduled to address appointments to Outside Bodies and to nominate a Lead Member for the LHFIG.
Information Items
Written updates were available for noting, including information from Wessex Community Action, Community First, the Wiltshire Faith Communities Network, and the Wiltshire Community Lottery's Good Cause Launch.
The Wiltshire Community Lottery was presented as a new initiative to generate sustainable, unrestricted revenue for local good causes. It operates weekly, with 60% of ticket sales going to good causes, 18.2% to prizes, and 18.2% for running costs. Players can support a specific cause or a central community fund.
Updates from Wessex Community Action highlighted significant pressures on Wiltshire's voluntary and community sector, with several charities having recently closed due to financial strain. The organisation called for increased investment in local infrastructure support, full commitment to the new Wiltshire Council and VCSE Sector Partnership Framework, and for grants and commissions to provide full-cost recovery with multi-year commitments.
Community First provided updates on their work, including vacancies, their status as a Disability Confident Employer, and support for youth clubs and village halls. They also highlighted the Voice It, Hear It
project's findings on Direct Payments and the publication of One Million Miles: The Link Story (2015–2025),
detailing the significant contribution of volunteer car schemes. The Building Bridges programme's success in supporting individuals with employment and confidence was also showcased through case studies.
The Wiltshire Faith Communities Network was being renewed with objectives to increase participation, co-deliver impactful engagements, strengthen links with minority faith communities, and improve stakeholder awareness. Area Boards were invited to play a role in shaping priorities and promoting local engagements.
The LHFIG update detailed numerous highway and footpath improvement schemes considered, with many recommendations for funding and further investigation. These included requests for signage, dropped kerbs, speed limit assessments, parking restrictions, and footpath repairs across various parishes. The group also discussed the financial position of the LHFIG budget, with a significant balance remaining for allocation.
The report also included information on the Southern Wiltshire Area Board's local priorities, which include rural youth outreach, health and wellbeing for older and vulnerable adults, and environmental support. Progress on youth projects, digital inclusion events, and community gardens was noted.
Updates from Wiltshire Police detailed their work on business crime, anti-social behaviour, rural burglaries, and initiatives tackling Violence Against Women and Girls (VAWG), including Project Vigilant. Road safety updates focused on #FATAL5 education and community speed enforcement.
The meeting also included information on future meeting dates and grant application deadlines.
