The Planning Committee of Hounslow Council met on Thursday 11 June 2026 to discuss three planning applications. The meeting's agenda included proposals for residential developments at the RSPCA Centre in Burket Close, UB2, and at 18 Grove Road, TW7, as well as a single-storey rear extension at 64E Waldeck Road, Chiswick.
RSPCA Centre, Burket Close, UB2
The committee was scheduled to consider a proposal for the redevelopment of the former RSPCA Centre site at Burket Close, UB2 4JS into a residential development. The plans included the demolition of seven vacant single-storey buildings to make way for a three to five-storey block containing 66 self-contained flats. The development was designed to include undercroft car and bicycle parking, along with landscaping and enhancements to the public realm.
The report pack indicated that the proposal aimed for a site-wide carbon reduction of 70% over Building Regulations Part L compliant baseline and would deliver housing on a brownfield site. It was also noted that the development would include measures such as Car Club membership, cycle lessons, public transport concessions, highway and carbon offset contributions, and biodiversity enhancements to the Grand Union Canal. The application was recommended for approval, subject to planning conditions and planning obligations, including a late-stage viability review mechanism to potentially secure affordable housing contributions if the scheme's financial viability improved.
18 Grove Road, TW7
A retrospective application for alterations at 18 Grove Road, TW7 4JH was scheduled for discussion. The proposal involved the installation of an obscured window and side access door to the side elevation, intended to serve a utility room. It also included modifications to the rear extension, such as reducing the width of approved sliding doors and omitting previously approved flat-roof skylights. The plans also detailed the removal of an approved rear Juliet balcony, its replacement with a new window, repositioning of a rear skylight, and the installation of a sun tunnel. Alterations to the front landscaping and modifications to the existing two-storey side extension and single-storey rear roof forms were also part of the application.
The report indicated that the proposed development would not negatively impact neighbouring properties and would preserve the character and appearance of the property and the surrounding Spring Grove Conservation Area. The application was recommended for approval, subject to planning conditions.
64E Waldeck Road, Chiswick
The committee was also scheduled to consider a proposal for the erection of a single-storey rear extension at 64E Waldeck Road, Chiswick, London W4 3NU. The extension was described as a modest addition to the house.
The report suggested that the proposed extension would not negatively affect the appearance of the area or harm adjoining neighbours. It was noted that the site is in Flood Zone 3a and that the submission included a Flood Risk Matrix to confirm floor levels and flood-proofing measures. The application was recommended for approval, subject to conditions.
The meeting also included standard agenda items such as apologies for absence, declarations of interest, and the minutes of the previous meeting. The protocol for speakers at planning committee meetings was also outlined.
