The Environment and Community Services Policy Development and Scrutiny Committee is scheduled to meet on Wednesday 17 June 2026. ECS Performance Overview Quarter 4
The committee's agenda includes a review of the performance of the Environment & Community Services Portfolio against its Key Performance Indicators (KPIs) for the fourth quarter of the 2025/26 financial year, covering January to March 2026. document1, is expected to highlight areas where targets were met and identify any indicators that were projected to or have failed to meet their targets, marked with a Red RAG status. Notably, the report indicates that three indicators are reporting a Red RAG status for Quarter 4: the net change in street trees, the completion of highway maintenance tasks within required timescales, and the number of people killed or seriously injured in road traffic collisions.
Environment & Community Services Draft Portfolio Plan 2026/27
A draft of the Environment & Community Services Portfolio Plan for 2026/27 is scheduled to be presented for pre-decision scrutiny. This plan outlines the ambitions and actions for the Environment Portfolio and the Transport, Highways & Road Safety Portfolio for the upcoming year. It is intended to align with the council's corporate strategy, Making Bromley Even Better,
and detail how success will be measured through Key Performance Indicators (KPIs) that will be monitored quarterly. The plan covers a broad range of service areas, including waste management, street cleansing, parks management, highways services, traffic, road safety, and parking services.
Annual Contract Performance Report: Arboricultural Services
The committee is scheduled to receive an annual contract performance report for Arboricultural Services, reviewing the performance of the new supply chain in its first year of operation (September 2024 – August 2025). This report is expected to detail the performance of four area-based contracts managed by Down to Earth Trees Ltd, Gristwood & Toms Ltd, All Angles Tree Care Ltd, and Arbortas Ltd. It will cover performance against Key Service Objectives (KSOs) and Key Performance Indicators (KPIs), as well as quality monitoring results.
Appointments to Consultative Panels
The meeting agenda includes the appointment of members to two consultative panels for the 2026/27 period: the Countryside Consultative Panel and the Leisure Gardens and Allotments Panel. ECS Final Outturn Report 2025-26
The committee is scheduled to review the final revenue budget monitoring position for 2025/26 for the Environment & Community Services Portfolio. The ECS Final Outturn Report 2025-26
indicates an overall overspend of £1,299,000 for the financial year. The report is expected to provide a detailed breakdown of expenditure against budget for each service area within the portfolio, with explanations for the variations. Key areas contributing to the overspend include Arboriculture Management, Waste Services, and Highways.
Keston Ponds Project
A report on the Keston Ponds Project is scheduled to be presented for pre-decision scrutiny by the Executive. This project aims to restore and enhance water quality, ecological resilience, and public access at Keston Ponds and the River Ravensbourne. The report details the secured external grant funding of £363,123 from the Green Roots Fund for the initial phase of works and seeks approval to increase the Capital Programme budget accordingly. It also requests authorisation for the delegation of the award of the works contract, estimated at up to £2.5 million, to the Director of Environment and Public Protection.
Data Reports
The committee is also scheduled to review two data reports: the Environment & Community Services Risk Register for Quarter 4 and the Corporate Contracts Register as at 1st May 2026. The Risk Register details the identified risks, their causes, effects, and existing controls, along with proposed further actions to mitigate them. The Contracts Register provides a snapshot of active contracts with a whole life value of £50,000 or higher, offering a summary of contract numbers, risk index, and procurement status for each portfolio, including Environment and Community Services.
