Proposed Amendments to the Leaseholders' Forum Constitution and Code of Conduct
The meeting was scheduled to consider proposed amendments to the Leaseholders' Forum Constitution and Code of Conduct. These amendments, highlighted in red within the provided documents, were to be discussed and potentially agreed upon by the Forum's Representatives. The Constitution outlines the aims and membership of the Forum, including provisions for electing Representatives from different districts and a Freeholder Representative. It also details the organisation of the Forum, including the election of Co-Chairs, Vice-Chairs, and a Communications Member, as well as the conduct of business at meetings and the process for amending the Constitution itself. The Code of Conduct sets out expected behaviour for Members and other participants in Forum business, covering conduct before, during, and between meetings, as well as procedures for addressing breaches.
Leaseholder Satisfaction Surveys
An update was scheduled regarding leaseholder satisfaction surveys. This included plans for the Housemark Survey of Leaseholders in Autumn 2026 and the involvement of the Leaseholders Forum in this process. Additionally, plans for the KWEST repairs Survey, which relates to leaseholders and their involvement with the Leaseholders Forum, were also on the agenda.
Asset Management Strategy
The meeting was set to receive an update on the Asset Management Strategy. This update was expected to cover progress on Freehold Sales, leasehold sales, and the buyback scheme. A Stock Condition survey was also listed as part of this agenda item, suggesting a review of the current state of council-owned properties.
Master Keys and Repairs
An update on master keys and repairs was scheduled, with contributions expected from the Head of Repairs and Operation Services, and the Head of Housing and Property Engagement and Customer Services. A specific point of discussion was the update on text alerts for fire alarm maintenance visits to street properties. Forum members were also expected to raise other questions regarding repairs.
Home Ownership Manager's Update
The Home Ownership Manager was scheduled to provide an update report. This report was to include a section on Leaseholders Frequently Asked Questions (FAQs) and address other questions from Forum members concerning Leaseholder Services.
Progress Report
A progress report was to be received, covering actions from previous meetings that were not addressed by the current meeting's agenda items.
Other Scheduled Discussions
The agenda also included the election of Chairs and Vice-Chairs, the election of a Communications Member, and the consideration and approval of the minutes from the previous meeting held on 24th March 2026.
