The Licensing Panel A of Camden Council met on Thursday 4 June 2026 to consider applications for new premises licences. The panel was scheduled to discuss applications for No.7 Lounge and Popeyes, both of which had received representations from responsible authorities and interested parties.
No.7 Lounge, 7 Percy Street, London, W1T 1DH
The panel was scheduled to consider an application for a new premises licence for No.7 Lounge, a private members' entertainment venue located in a mixed commercial and residential area. The application sought permission for the supply of alcohol, live and recorded music, late-night refreshments, and other similar entertainment, with proposed hours extending into the early morning.
Representations opposing the application were received from the Police, Environmental Health, the Licensing Authority, a resident group, and a local resident. Concerns raised included potential public nuisance from noise and patrons, issues related to the venue's operation as a private members' club, and the proposed late hours. The Police noted concerns about potential gambling activities and the sale of shisha within the premises, stating that the applicant does not have control of this venue
. Environmental Health highlighted previous complaints regarding patron noise, music disturbance, and construction noise, and expressed concern about sound breakout and patron activity. The Charlotte Street Association objected to the proposed hours, arguing they were beyond Camden's framework hours and would detrimentally affect residential amenity. They also raised concerns about the use of the rear exit into Percy Mews and the potential for noise from karaoke. A resident of Percy Mews also raised concerns about noise, deliveries, and the potential for anti-social behaviour.
The report indicated that the applicant had proposed a number of conditions to address these concerns, including CCTV, an incident log, zero-tolerance policies for illegal behaviour, and measures to control noise and dispersal.
Popeyes, Unit 6, 6-17 Tottenham Court Road, W1T 1BG
The panel was also scheduled to consider an application for a new premises licence for Popeyes, a restaurant, takeaway, and delivery service located on Tottenham Court Road. The application sought permission for late-night refreshments, with proposed operating hours extending until 5:00 AM for deliveries, and the premises remaining open to the public until 2:00 AM.
Representations opposing the application were received from the Licensing Authority, Environmental Health, the Charlotte Street Association, and nine local residents. Key concerns included the proposed late operating hours, which were considered to be outside Camden's framework hours and likely to cause public nuisance. Residents expressed worries about increased noise from patrons, delivery drivers, litter, and potential anti-social behaviour, particularly given the proximity to residential areas. The Police initially made a representation due to concerns about late-night refreshment venues attracting intoxicated individuals and potentially increasing crime and disorder, but later withdrew this representation after agreeing on specific conditions with the applicant. Environmental Health recommended further conditions to mitigate public nuisance, particularly regarding deliveries and waste management. The Charlotte Street Association objected to the proposed hours and takeaway service, citing potential negative impacts on residential amenity and the character of the area. Several residents living in Bedford Court Mansions and Adeline Place also submitted objections, highlighting concerns about noise, litter, loitering, and the impact of late-night activity on their residential amenity.
The applicant had proposed a set of conditions to address these concerns, including CCTV, an incident log, and measures to manage deliveries and patron behaviour. Conditions agreed with the Police included restricting delivery-only operations between 2:00 AM and 5:00 AM, and the employment of SIA-registered door supervisors on specific evenings.
