The Scrutiny Streets & Environment Sub-Committee met on Tuesday 23 June 2026 to review the council's financial performance for Period 10, discuss the adoption of a management plan for two conservation areas, and consider the work programme for the upcoming year. Period 10 Financial Performance Report

The Sub-Committee was scheduled to review the latest Financial Performance Monitoring report. The purpose of this review was to assess, by exception, whether the Sub-Committee was reassured about the delivery of the 2025-26 Sustainable Communities, Regeneration & Economic Recovery Budget. The report pack indicated a forecast underspend of £27.3m against the 2025-26 budget for the General Fund revenue. This underspend was noted as an improvement since the previous period's report. The report also detailed the progress of MTFS savings, which were forecast to achieve 86.1% of the total savings target. Specific movements in forecast variances for various directorates were outlined, including favourable movements in Adult Social Care and Health, Assistant Chief Executive, Children, Young People & Education, Housing, and Sustainable Communities, Regeneration & Economic Recovery. Adverse movements were noted in Corporate Items and Funding. The report also addressed the financial implications of the High Court ruling on Low Traffic Neighbourhood (LTN) fines, with arrangements in place to refund eligible motorists.

Cabinet Paper - Adoption of Webb Estate and Upper Woodcote Village Conservation Areas Appraisal and Management Plan (CAAMP)

A significant item on the agenda was the scrutiny of a forthcoming Cabinet Paper concerning the adoption of the Webb Estate and Upper Woodcote Village Conservation Areas Appraisal and Management Plan (CAAMP). This plan forms part of the Council's Budget & Policy Framework and was presented for scrutiny ahead of Cabinet and Council approval. The CAAMP aims to provide an up-to-date assessment of the character areas within these conservation areas and detailed guidance for their management, in line with current practices and legislation. The updated CAAMP would supersede the adopted 2007 version, but it was noted that it would not introduce new statutory planning controls beyond those already in place. The report pack indicated that the CAAMP had undergone informal and formal public consultation, with feedback leading to amendments. The document was intended to assist local authority officers in making planning decisions and to guide landowners and developers in preserving and enhancing the special interest of the conservation areas.

Scrutiny Work Programme 2026-2027

The Sub-Committee was asked to consider the draft version of its Work Programme for the 2026-27 municipal year. The report presented the proposed work programme and invited members to consider whether any items should be provisionally added as a result of discussions held during the meeting. The final decision on any changes to the work programme rests with the Chairs & Vice-Chairs Group, following consultation with officers.

Streets & Environment Enforcement Update

An update on Environmental Enforcement was scheduled for discussion. This report was intended to outline the Council's approach to environmental compliance and enforcement, including recent operational improvements, enforcement activity, and the use of intelligence-led approaches to tackle fly-tipping and other environmental crime across the borough. The report pack detailed the use of AI in the Love Clean Streets app to mitigate duplicate reporting and discussed strategies for addressing fly-tipping on private land. It also covered the issuance and payment of Fixed Penalty Notices (FPNs) and the effectiveness of CCTV cameras for enforcement.

Exclusion of the Press and Public

A motion was to be moved and seconded proposing the exclusion of the press and public from the remainder of the meeting for specific items of business. This was to be done on the grounds that the business involved the likely disclosure of exempt information falling within specified paragraphs of the Local Government Act 1972.
