Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Kentish Town District Management Committee is scheduled to meet on Tuesday 23 June 2026. The meeting's agenda includes discussions on repairs and Awaab's Law, a refreshed funding and bidding process for resident-led projects, and an update on the committee's budget. Other topics include an engagement report, the registration of tenants' and residents' associations, and the election of the committee's chair and vice-chair.
Repairs (Awaab's Law) Update
A report is scheduled to be presented regarding Camden's progress in implementing Awaab's Law. This will cover the ongoing Phase 1 of the law, which focuses on damp and mould, and preparations for Phase 2, which will broaden the scope to include a wider range of housing hazards. The report is expected to detail the service's compliance with statutory Key Performance Indicators (KPIs), noting that while most are being met, challenges remain with emergency response times and significant hazard investigations, primarily due to resident access issues. The report will also outline the programme's approach to Phase 2, identifying key challenges such as increased demand and the need for cross-service coordination.
Refreshed DMC Funding and Bidding Process
The committee is set to consider a refreshed process for bidding for District Management Committee (DMC) funding. This updated approach aims to make the process more accessible and encourage partnership working with Voluntary and Community Sector (VCS) organisations. The new guidance documents, including Terms of Reference and a plain English guide, are intended to clarify the rules and requirements for resident-led community projects. The process will continue to require bids to be submitted via a registered Tenants' and Residents' Association (TRA), a Tenant Management Organisation (TMO), or through an officer-supported bid.
Kentish Town DMC Budget
An update on the Kentish Town DMC budget for the 2026/2027 financial year is scheduled for discussion. The report will detail the total budget allocation, the amount spent to date, and the remaining balance. It will also present any new bids submitted for consideration, alongside updates on the progress of previously approved bids and their associated spending. TRAs are reminded that verbal bids cannot be accepted, and bids should be submitted in advance for assessment by officers.
Engagement Report
A report is to be presented providing an overview of engagement, service delivery, and community activity within Kentish Town between January and May 2026. This update is expected to cover key areas of focus, including DMC governance and administration, TRA engagement and support, Neighbourhood Action Days, community spaces and environmental projects, estate walkabouts, and the development of community case studies. The report will also highlight successes and challenges encountered during this period, along with priorities for the next quarter.
Registration of Tenants' and Residents' Associations and Co-option of Tenant Representatives
The committee is scheduled to review the registration status of Tenants' and Residents' Associations (TRAs). Appendix A of the report pack lists those TRAs that have successfully completed the registration process, along with details of the representatives nominated for co-option onto the DMC. Appendix B identifies TRAs whose registrations have lapsed, with information on the requirements for re-registration, including holding an Annual General Meeting.
Election of Kentish Town DMC Chair and Vice-Chair(s)
As is customary at the start of the municipal year, the committee will hold elections for its Chair and Vice-Chair(s) for 2026/27. The report pack includes details on the election process, including nomination forms and eligibility criteria for candidates.
Constitution and Code of Conduct
The committee is scheduled to consider and note its Constitution and Code of Conduct. The Constitution outlines the purpose of the DMC, its membership, and meeting procedures, while the Code of Conduct sets out expected behaviours for all participants in resident engagement activities.
Kentish Town Progress Report - Action Points Update
A report will be presented to update the committee on the progress of action points arising from previous meetings. This will provide information on the status of various tasks and initiatives that the committee has previously agreed to undertake.
Information Items
Several reports are listed for information only and will not be discussed during the meeting. These include an update on the Housing Investment Strategy, a report from the Housing Investigations Team concerning housing fraud, and a Voids Update Report detailing the status of empty properties.
