The Licensing Sub-Committee of Wandsworth Council met on Thursday 25 June 2026 to consider two applications. The committee formally imposed conditions on the licence for Flor de Samba following a review initiated by the Home Office Immigration Enforcement, and granted a new premises licence for Brickwood Coffee & Bread with modified conditions.

Flor de Samba Licence Review

The committee formally imposed conditions on the premises licence for Flor de Samba, located at Unit 67, Broadway Market, Tooting High Street, SW17 0RJ. The review was initiated by the Home Office Immigration Enforcement Licensing Compliance Team due to concerns about illegal working at the premises.

The Home Office had initially sought the revocation of the licence for Flor de Samba, held by Samba BR Limited, following an immigration enforcement visit on 8 August 2025, which identified illegal working. However, subsequent to the review application, the premises licence was transferred to Latin Market Tooting Limited, and Andre de la Mora Hernandez became the Designated Premises Supervisor. The Home Office confirmed that as Samba BR Limited was no longer the licence holder, they no longer requested a revocation.

Instead, the Home Office requested specific conditions be added to the licence to ensure compliance with immigration law. These conditions, which have been agreed to by the new operator, include:

• The premises licence holder must conduct relevant right-to-work checks for all prospective employees before employment commences, including those on trial or working on a casual or informal basis.
• Copies of documents resulting from right-to-work checks must be retained securely by the licence holder or be immediately accessible from the premises for inspection by immigration officials or relevant officers.
• The premises licence holder or their representative must be able to produce right-to-work documents without delay upon request from an immigration officer or relevant officer.

The committee noted that these conditions reflect legal requirements of immigration law and, while not typically part of licensing decisions, were deemed appropriate for enhanced compliance due to previous immigration offences at the premises. As all parties agreed to these conditions, a full hearing was not required.

Brickwood Coffee & Bread New Premises Licence

The subcommittee granted a new premises licence for Brickwood Coffee & Bread, located at 21 Battersea Rise, SW11 1HG, for the sale of alcohol for consumption on and off the premises, and the provision of late-night refreshment. The application was subject to 11 representations from other persons raising concerns about public nuisance, crime and disorder, and the protection of children from harm.

The applicant, JMHG Limited, represented by Jake Benjen, stated that the new licence was necessary to broaden revenue streams in a challenging economic climate. He highlighted that a similar licence at their Hildra Street premises in Ballum had enabled them to host supper clubs and events, generating additional revenue. Benjen emphasised that Brickwood Coffee & Bread is primarily a food-led venue and that the intention was not to operate as a bar or to be open every night, but rather to offer an additional service for brunch and bespoke events.

Concerns raised by residents primarily focused on potential noise and nuisance from customers, particularly from the external areas and during late-night hours. The applicant proposed several conditions to mitigate these concerns, including:

• External areas, gardens, or terraces to be cleared of customers by 22:00 hours.
• No more than six customers to use the designated smoking area at any time.
• All reasonable steps to be taken to prevent customers from congregating outside the premises or causing noise nuisance.
• External doors to be kept closed late at night, except for immediate access and egress, from 22:00 hours.
• Notices to be displayed at all exits requesting customers to leave quietly and respect residents.
• Plant and equipment, including ventilation and extraction systems, to be installed, operated, and maintained to prevent nuisance.

The subcommittee questioned the applicant on the proposed hours, the use of external areas, and the potential impact on residents. Councillor Toby Hopkins specifically asked about the apportionment of revenue from alcohol sales at the applicant's other premises, to which Benjen replied that alcohol sales accounted for approximately 5.5% of revenue at the Hildra Street site.

Following discussions, the subcommittee agreed to impose conditions on the licence. These included the external areas being cleared by 22:00 hours, and the applicant agreeing to keep external doors closed from 22:00 hours, except for immediate access and egress. The decision reasons and any legal guidance informing the decision will be confirmed in writing within five working days.
