The General Purposes Committee of Tower Hamlets Council met on Monday 29 June 2026. The committee approved nominations for local authority governor positions and agreed to add a training session on the council's constitution to its work plan. The committee also noted its terms of reference and meeting dates for the upcoming municipal year.

Local Authority Governor Applications Approved

The committee approved applications for nominations to local authority governor positions at maintained schools in Tower Hamlets. This decision was made despite concerns raised by councillors about the late submission of the report, which meant they had insufficient time to review the applications thoroughly. Councillor Peter Golds, Councillor Shafi Ahmed, and Councillor Kabir Ahmed voiced their dissatisfaction with the late delivery of papers, highlighting the importance of having adequate time for due diligence to ensure informed decision-making. Councillor Shafi Ahmed, who has served as a school governor since 2010, emphasised the need for transparency and sound reading of documents before making decisions.

Councillor Kabir Ahmed also stressed the importance of having senior officers, ideally a Director, present at meetings to address key concerns, noting that the current situation fell outside the Officer Member Protocol. Matthew Mannion, Head of Democratic Services, acknowledged these concerns and committed to investigating the reasons for the late report with the Director of Education.

Farhad Ahmed, Head of Governance Information and Traded Services, presented the report, which detailed three new appointments and three reappointments. He explained that a further three nominations from a global majority background were received but could not be included in the report due to time constraints, and would be submitted at the next meeting. He highlighted that all applicants had strong ties to Tower Hamlets and possessed relevant experience. The urgency for these appointments was due to upcoming governing body meetings before the start of the new academic year.

The committee resolved that the Director of Education should attend future General Purposes Committee meetings to outline local authority governor applications.

Work Plan to Include Constitution Training

The committee agreed to add a training session on the council's constitution to its work plan. This decision followed a discussion initiated by Councillor Kabir Ahmed, who suggested that new and returning councillors would benefit from a training session to understand the scope and responsibilities of the General Purposes Committee, which traditionally handles a wide range of governance matters not falling under other committees.

Councillor Shafi Ahmed and Councillor Peter Golds acknowledged the valuable work of the constitution group, with Councillor Golds describing the constitution as a living document that requires ongoing member and officer collaboration. Matthew Mannion, Corporate Head of Governance and Democratic Services, confirmed that a discussion would take place after the meeting to determine how the committee wishes to manage the constitution.

Terms of Reference and Meeting Dates Noted

The committee noted its terms of reference, quorum, membership, and meeting dates for the municipal year 2026/27. It was agreed that all General Purposes Committee meetings would be held at 6:30 pm in Committee Room 1. The scheduled meeting dates for the year are 29 June 2026, 8 September 2026, 10 December 2026, and 23 March 2027.

Election Update Deferred

An update on the 2026 elections, which was scheduled to be presented by Robert Curtis, Head of Electoral Services, was deferred to the next meeting. Mr Curtis was unavailable to attend the meeting. Matthew Mannion informed the committee that the election did take place and a result was announced, but the update would be brought back at the next meeting on 8 September 2026 to allow for more comprehensive reporting. Councillors expressed their appreciation for the work of Robert Curtis and his team in delivering an excellent election.
