The Overview & Scrutiny Committee of Tower Hamlets Council is scheduled to meet on Monday 22 June 2026. The meeting's agenda includes the establishment of scrutiny lead members and sub-committees for the upcoming municipal year, as well as a review of the Council's Continuous Improvement Plan.
Establishment of Scrutiny Structures for 2026/27
A significant item on the agenda is the proposed establishment of scrutiny lead member portfolios and the appointment of members to these roles for the 2026/27 municipal year. The report outlines six proposed lead scrutiny member portfolios: Adults and Health Services, Children & Education, Housing and Regeneration, Resources, Community Safety, and Environment and the Climate Emergency. The committee is also set to approve the re-establishment of three scrutiny sub-committees – Children & Education, Adults and Health Services, and Housing and Regeneration – along with their terms of reference. The report details the proposed nominations for membership to these sub-committees, ensuring political balance.
Furthermore, the meeting will address the co-option of representatives to scrutiny bodies. This includes statutory requirements for church representatives and parent governor representatives on the Children & Education Scrutiny Sub-Committee, as well as non-statutory co-optee roles such as resident representatives and a representative from Healthwatch Tower Hamlets. The report also includes nominations for the Inner North East London (INEL) Joint Health And Overview Scrutiny Committee (JHOSC).
Continuous Improvement Plan Update
The committee will receive an update on the Council's Continuous Improvement Plan. This session is intended to allow the committee to consider how its work will support the robust assurance of the plan's delivery. The Chief Executive, Steve Halsey, is expected to provide information on the Council's progress and ongoing efforts to enhance its services and operations.
Forthcoming Decisions and Other Business
The agenda also includes a review of forthcoming decisions expected to be taken by the Mayor from the Executive Forward Plan, with the aim of identifying any areas for further scrutiny. The committee will also consider any other unrestricted business that the Chair deems urgent.
The meeting is scheduled to begin at 6:30 p.m. in the Council Chamber at the Town Hall, Whitechapel. The meeting will be broadcast live on the Council's website, and members of the public are encouraged to watch online.
