The Licensing Sub-Committee of Ealing Council was scheduled to consider a new premises licence application for Goa Food & Wine. The committee was also provided with procedural guidance for hearings.
New Premises Licence Application: Goa Food & Wine
The committee was scheduled to consider a new premises licence application for Goa Food & Wine, located at 16 Dudley Road, Southall, UB2 5AR. The application, submitted by Mr Aleixo Bengito Sequeira, sought permission for the retail sale of alcohol for off-premises consumption and for the premises to be open to the public from 08:00 to 23:00 Monday to Sunday.
Representations were received from Karibu Community Homes and the Metropolitan Police Service, both objecting to the application on grounds related to the prevention of crime and disorder, public safety, and the prevention of public nuisance.
Karibu Community Homes, a registered landlord, stated that the area already has two shops licensed to sell alcohol and that granting another licence would increase crime rates and put residents and the community at risk. They cited statistics from the Health of the Borough Report 2024
indicating that Southall Green had high alcohol admission rates to hospital.
The Metropolitan Police Service also raised objections, highlighting concerns about street drinking, drug use, anti-social behaviour, and crime in the vicinity of Dudley Road. They noted that the area is a hotspot
for drug use and dealing, with individuals congregating and consuming alcohol purchased from local shops. The police also pointed out that there are already three off-licence/convenience shops operating on Dudley Road and expressed concerns that a fourth would exacerbate existing issues. They questioned the applicant's experience in running an off-licence in such a challenging area.
The report pack also detailed the council's Statement of Licensing Policy1, which outlines core hours for licensable activities and policies for different types of licensed premises. It also referenced the Licensing Act 20032 and guidance issued under Section 182 of the Act, as well as the Human Rights Act 19983.
