The Planning Committee (Major Applications) A of Southwark Council met on Tuesday 7 July 2026 to discuss the release of funds for public open space improvements and a significant redevelopment proposal. The meeting's agenda included plans for the Lavender Pond and Nature Reserve and a proposed tall building at 177 Abbey Street, SE1 2AN.
Lavender Pond and Nature Reserve Public Open Space Improvements
The committee was scheduled to consider the release of £194,670.34 for improvements to the Lavender Pond and Nature Reserve. These funds are comprised of Section 106 financial contributions collected from various planning applications, including those related to public open space, children's play equipment, sports development, and community facilities. The contributions were secured through legal agreements for developments at addresses including 265 Rotherhithe Street, SE16 5HW, Quebec Industrial Estate, Quebec Way, SE16, and 562 Rotherhithe Street, SE16 5EX. The report indicated that these funds were intended to support public open space improvements. This project was highlighted as important for delivering much-needed upgrades to a public open space, nature reserve, and educational resource, aiming to address deteriorating infrastructure and enhance the site's visibility, accessibility, and safety, while also increasing biodiversity and resilience.
Redevelopment at 177 Abbey Street, SE1 2AN
A significant planning application was scheduled for discussion concerning the redevelopment of 177 Abbey Street, SE1 2AN. The proposal involved the construction of a 21-storey building to provide 152 affordable keyworker homes and a new 279 square metre community facility. The development aimed to address the council's commitment to delivering affordable keyworker housing, with rents tied to London Living Rent levels. The proposal included a community centre on the ground and first floors, designed to be a versatile space for various events and activities. The residential units would comprise a mix of studio, one-bedroom, and two-bedroom apartments, with a notable proportion designed to be wheelchair accessible.
The report detailed extensive considerations regarding the design and impact of the proposed tall building. This included assessments of its relationship with the surrounding townscape, heritage assets such as the Grade II listed Neckinger Mills, and the potential impact on daylight and sunlight for neighbouring properties. The proposal also addressed public realm enhancements, landscaping, tree planting, and sustainability measures, including energy efficiency and biodiversity net gain. Transport implications, including cycle parking and blue badge provision, were also outlined, alongside plans for refuse storage and energy strategies. The development was noted to be car-free, with the exception of designated blue badge parking spaces.
The report also detailed the extensive pre-application engagement and consultation process, including feedback from residents and local groups. Concerns raised by the Arnold Estate Tenants and Residents' Association regarding the classification of land and the provision of public open space were addressed in a supplemental agenda. The proposal was presented as a significant contribution to the council's housing targets and a valuable addition to community facilities.
