The Licensing Sub-Committee is scheduled to consider an application to vary a premises licence for Walton Cafe. The application seeks to extend the hours for the sale of alcohol and the provision of late-night refreshment, as well as amend conditions relating to the use of the cafe's external seating area.

Walton Cafe Premises Licence Variation Application

The primary focus of the meeting is expected to be the application by Mr Dritan Cerri, the holder of the premises licence for Walton Cafe at 48 Walton Street, London, SW3 1RB, to vary its licence. The proposed variations include extending the terminal hour for the sale of alcohol both on and off the premises, and introducing late-night refreshment (indoors). Additionally, the application seeks to amend a condition that currently requires tables and chairs in the front forecourt area to be rendered unusable or removed from the highway from 8:30 pm to 8:00 am, proposing instead that this restriction apply from 10:00 pm to 8:00 am.

The report pack indicates that the applicant has volunteered several steps to promote the licensing objectives, including the implementation of an external management and dispersal plan, staff training on health and safety and drugs awareness, and the installation of CCTV.

However, the application has generated significant opposition. Thirteen representations opposing the variation have been received, including from Councillor Mary Weale and The Knightsbridge Association. Concerns raised by objectors centre on the potential for increased noise and disturbance to neighbouring residents, particularly due to the extended hours for alcohol sales and the use of external seating. Specific worries include late-night noise from the removal of furniture, increased late-night visitors, and the potential for the premises to shift towards a late-night bar, or nightclub style operation. Some objectors also cite previous instances where the applicant allegedly failed to comply with existing licence conditions.

Conversely, 26 representations have been received in support of the application. Supporters describe Walton Cafe as a calm, welcoming, and family-friendly establishment that operates with respect towards its neighbours. They highlight controlled alcohol service, attentive staff, and a safe environment, stating they have not experienced noise, disturbance, or antisocial behaviour.

The report also notes that seven complaints have been received in the preceding 24 months, and the premises has been subject to 10 Temporary Event Notices in the past year. The planning department has confirmed that the proposed use aligns with lawful planning use and that there are no planning conditions controlling opening hours.

The Licensing Sub-Committee will need to consider these representations and decide whether to grant the application in full, modify the conditions, or reject the application, all with a view to promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The committee will also have regard to the council's Statement of Licensing Policy and the Secretary of State's Guidance.
