Royal Marsden Hospital Redevelopment Approved

The Planning Committee unanimously approved the plans for the redevelopment of the Royal Marsden Hospital¹ site on Fulham Road². The decision, made on Monday 13 July 2026, will allow for the demolition of the Oratory Building, Grove House, and other ancillary structures to facilitate the construction of a new extension. This extension will significantly increase the hospital's healthcare floorspace, providing additional theatres, inpatient beds, and diagnostic facilities.

The proposal, which was recommended for approval by officers, was met with objections from local residents concerned about the scale and design of the new buildings, potential impacts on daylight and sunlight, and the loss of a protected lime tree. However, the committee ultimately decided that the significant public benefits of the expanded healthcare facilities, including improved patient care and research capabilities, outweighed the identified harms.

Councillor Anne Cyron, Chair of the Adult Social Care and Health Select Committee, chaired the meeting. The committee heard presentations from planning officers and representatives from the Royal Marsden NHS Foundation Trust, as well as objections from residents.

The approved plans include a new extension comprising a basement, ground floor, and six upper storeys, a frontage building of ground plus two storeys, and a winter garden. The development also incorporates a new accessible entrance and servicing bay on Fulham Road, along with associated landscaping, car parking, and plant equipment.

The decision to approve the application was subject to a legal agreement under Section 106 of the Town and Country Planning Act 1990, securing financial contributions towards highway mitigation, travel plan monitoring, and employment and skills training. Numerous conditions were also attached to the permission, covering aspects such as detailed design, materials, tree protection, construction management, and energy performance.

New Mixed-Use Development Approved at Telford Road and Ladbroke Grove

The Planning Committee also approved the demolition of the existing building at 2-14 Telford Road and 246-248 Ladbroke Grove³, and its replacement with a part-four, part-five, and part-six storey building. This new development will provide a nursery (Use Class E) on the ground floor and 27 self-contained flats (Use Class C3) on the upper floors.

The decision, made on Monday 13 July 2026, followed objections from local residents regarding the scale and massing of the proposed building, its impact on daylight and sunlight, and concerns about a mature lime tree on the adjacent Fire Station site.

Officers recommended approval, noting that while the proposal conflicted with some aspects of Local Plan Policy CD9 regarding living conditions, the harm was not considered sufficient to justify refusal. This was particularly in light of the site's planning history, which included an implemented permission for a building of similar scale and height. The committee also gave significant weight to the public benefits of providing 27 new homes and retaining a social and community use in the form of a nursery.

The approval is subject to a legal agreement to secure various contributions and improvements, including highways improvements, travel plan monitoring, carbon offsetting, and funding for street trees. Conditions were also imposed to ensure the submission of detailed plans for construction traffic management, waste storage, cycle parking, and the protection of the lime tree.

Councillor Peter Marshall, Opposition spokesperson for Planning, was present at the meeting. The committee heard from planning officers, representatives from Manak Homes, and objectors.

The meeting was chaired by Councillor Anne Cyron, Chair of the Adult Social Care and Health Select Committee. The committee members present included Councillor Dr Marc Goldfinger, Councillor Sam Mackover, Councillor Lloyd North, and Councillor Peter Marshall.
