The Planning Committee of North West Leicestershire Council met on Tuesday 14 July 2026 to consider two planning applications. The meeting's agenda included discussions on a proposed commercial building at the former RBS Data Centre in Kegworth and a new self-build dwelling on land off Back Lane, Castle Donington.
Commercial Building at Former RBS Data Centre, Kegworth
The committee was scheduled to consider a proposal for the demolition of the existing gatehouse at the former RBS Data Centre on Packington Hill, Kegworth, and the construction of a new commercial building. The proposed building was intended for use under Class E (g) (ii) or (iii), B2 (general industrial), or B8 (storage or distribution) of the Town and Country Planning (Use Classes) Order 1987. The application included plans for ancillary offices, cycle, car, van, and HGV parking, along with landscaping, drainage, engineering, and boundary treatments.
The report pack indicated that the recommendation was to permit the development, subject to a Section 106 agreement and a series of conditions. These conditions covered aspects such as time limits, approved plans, biodiversity net gain, habitat management, construction environmental management, construction traffic management, aviation safety, bird hazard management, tree protection, and details of finished floor levels, external plant, loading bays, sustainability measures, BREEAM rating, external materials, landscaping, hard landscaping, boundary treatments, lighting, drainage, access arrangements, parking, turning facilities, cycle parking, travel plans, and external storage. The Section 106 agreement was intended to secure financial contributions towards transportation.
The report detailed significant objections from Kegworth Parish Council and numerous third parties, raising concerns about the principle of development, residential amenity, highway impacts, pollution, visual impact, biodiversity, and the suitability of the site for B8 development. The report also outlined the views of various statutory consultees, including Leicestershire County Council as the Highways Authority, who initially objected but later withdrew their objection following amendments to the proposal.
New Self-Build Dwelling, Castle Donington
The committee was also scheduled to discuss an application for the demolition of an existing building and the construction of a new self-build dwelling on land off Back Lane, Castle Donington. The proposal included associated landscaping and a package treatment plant for drainage.
The recommendation was to permit the development, subject to a list of conditions. These conditions included standard time limits, approval of plans, materials, landscaping, boundary treatments, parking and turning space, removal of permitted development rights, details of the self-build nature of the dwelling, sustainable drainage systems, non-mains drainage, package treatment plant maintenance, construction environmental management for biodiversity, landscape and ecological management plans, external lighting, and bin storage and collection details.
The report noted that the application was brought to the committee at the request of Councillor Rachel Canny due to previous refusals on the site, ongoing concerns regarding access and waste collection, the isolated location, and flood risk. Castle Donington Parish Council objected on grounds of highway access, potential for fly-tipping, unauthorised encampments, and flood risk. However, the County Highway Authority, County Ecology Team, County Tree Officer, and NWLDC Environmental Protection raised no objections, with some subject to conditions. The report also highlighted that the proposal would contribute to addressing a shortfall in the provision of self-build plots, a factor given moderate weight in the decision-making process.
