The Licensing Sub-Committee granted a new premises licence for Tiger Bay, located at 9-11 Royal Parade, Ealing, W5 1ET. The decision was made after considering representations from Environmental Health regarding potential public nuisance.

The Licensing Sub-Committee granted a new premises licence for Tiger Bay, located at 9-11 Royal Parade, Ealing, W5 1ET. The application sought permission for the retail sale of alcohol, late-night refreshment, live and recorded music, and dance performances, with extended hours.
The primary concern raised during the meeting was the potential for public nuisance, specifically in relation to noise. The Environmental Health's Pollution Control Team lodged an objection, citing a history of noise complaints dating back to 2018, with recent incidents in February 2026 involving loud amplified music. Officers had attended on 28 February 2026 and assessed the noise as intrusive and likely to disturb residents. A warning letter was subsequently issued to the premises.
Environmental Health highlighted the proximity of residential properties, including flats directly above the premises and the Crowne Plaza Hotel approximately 50 metres away. They argued that the proposed operating hours, extending to 04:30 on Thursdays to Saturdays and 03:00 on other days, with additional extensions for special occasions, were excessive and likely to cause unreasonable disturbance.
However, the Sub-Committee decided to grant the licence as applied for, subject to mandatory conditions, conditions consistent with the operating schedule, and agreed conditions with responsible authorities. A key amendment was made to condition 14, requiring a Noise Management Plan to be submitted within 14 days of the licence grant, detailing all noise control measures.
The Sub-Committee's reasons for granting the licence included the absence of any representations from local residents, the fact that the objection came from only one responsible authority, and the lack of specific evidence demonstrating ongoing nuisance after remedial measures had reportedly been implemented at the premises. They noted that the Environmental Health objection was largely predictive and that the proposed conditions, along with the applicant's management measures, provided an appropriate framework for operation.
The applicant, TB Hanger Lane Ltd, had proposed various conditions within their operating schedule, including the installation and maintenance of a comprehensive CCTV system, prominent display of notices regarding noise, CCTV operation, zero tolerance for drugs and weapons, and a Challenge 25 proof of age scheme. They also committed to conducting risk assessments for SIA door supervisors, ensuring food and alcohol-free drinks were available, keeping doors and windows closed during regulated entertainment and after 22:00, and maintaining an incident log for resident complaints.
The decision to grant the licence means that Tiger Bay can operate within the requested hours, with the added requirement of a detailed Noise Management Plan. Any party who made a relevant representation, the applicant, or the licence holder has the right to appeal the decision to Ealing Magistrates' Court within 21 days.
