The Licensing Sub-Committee is scheduled to consider an application for a Temporary Event Notice for The Nightingale pub. The committee will also review the procedure for licensing hearings.
Temporary Event Notice for The Nightingale
The committee is scheduled to consider an application for a Temporary Event Notice (TEN) for an event proposed to take place at The Nightingale, located at 51 Nightingale Lane, Wanstead, London, E11 2EY. The event is planned for Saturday, 9 May 2026, from 7:00 PM to 11:30 PM, and is intended to feature DJ music.
The application was submitted by Christopher David Vassiliou, the Designated Premises Supervisor (DPS) for The Nightingale. The TEN outlines the licensable activity as the provision of regulated entertainment. The event is described as taking place within the bar's main area, with DJ music and equipment set up in a corner. The notice also states that a sound limiter will be in place, extra staff will be present, and the event will conclude by 11:30 PM out of consideration for neighbours. A total of 99 people, including staff, are expected to attend.
However, an objection notice has been received from the Community Protection Task Force (CPTF), acting in their capacity as Environmental Health (Noise). The CPTF believes that the event may undermine the licensing objective of the prevention of public nuisance. The report pack details concerns raised by the CPTF, including observations of loud music and bass at street level during a previous visit, and the apparent adjustment of a sound limiter by a DJ. Furthermore, CCTV footage from a previous visit on 7 March 2026 reportedly shows Daniel Sherman, who was previously removed as DPS and is restricted from working in a managerial or non-managerial capacity at the premises, serving behind the bar. This has led to concerns that Daniel Sherman may still be involved in the day-to-day running of the pub.
The committee will consider the procedure for licensing hearings, which involves the applicant presenting their case, followed by responsible authorities making representations, and then summing up. The committee may decide to allow the Temporary Event to proceed as requested, allow it with some or all of the existing premises licence conditions imposed, or issue a counter notice to refuse the event.
The report pack also includes the current Premises Licence for The Nightingale, which details its permitted hours for the supply of alcohol and late-night refreshment, as well as opening hours. It also outlines numerous conditions attached to the licence, including those relating to noise management, CCTV, and the operation of a Challenge 25
scheme. The report pack also references the council's Statement of Licensing Policy1, which guides the authority's approach to Temporary Event Notices.
