The Council of Redbridge met on Thursday, 15 January 2009, to discuss a range of matters including potential changes to council procedures, financial allowances, and a motion concerning the future of the Chadwell Centre. Amendment to Standing Order 23.1
The council was scheduled to consider an amendment to Standing Order 23.1, which governs the order of business at ordinary council meetings. The proposed change would move the item allowing members of the public to ask questions to an earlier point on the agenda, specifically before reports from officers. This amendment aims to give greater prominence to public engagement in council proceedings.
Deputy Mayor's Allowance
A report was scheduled to be presented regarding the Deputy Mayor's Allowance. The council was asked to confirm the current annual allowance of £3,013 and to agree that this figure would be updated annually in line with the local government pay increase. This allowance is intended to cover the expenses incurred by the Deputy Mayor in carrying out their official duties.
Local Area Agreement - Annual Review
The council was set to review the Local Area Agreement (LAA), a three-year plan outlining priorities and targets agreed between public sector agencies and central government. The annual review process allows for limited changes to the LAA to address outstanding issues or adapt to evolving local circumstances and national priorities. Due to tight timescales, the meeting was to consider delegating the power to agree any amendments arising from the review to the Chief Executive, in consultation with the Leader and Cabinet Member for Budget & Performance. This delegation would cover various sections of the Local Government and Public Involvement in Health Act 2007, relating to the preparation, submission, and modification of the LAA and its targets.
Appointments to Committees
The council was scheduled to consider the appointment of a voting co-opted member to the Children's Services Scrutiny Committee. Christine Hammersley was nominated by the Diocese of Brentwood to replace Helen Clark as the Catholic Denominational representative. This co-opted member would have voting rights on matters relating to the Children's Services Authority's education functions.
Motion on the Chadwell Centre
A motion, to be moved by Councillor Scott and seconded by Councillor Staight, was scheduled for discussion. This motion called for a feasibility study into the use of the Chadwell Centre for primary school purposes. The proponents of the motion highlighted a shortage of primary school places in the Chadwell Ward, exacerbated by new developments, and suggested that the centre could provide a cost-effective solution.
Other Scheduled Business
The agenda also included items such as receiving the Mayor's announcements, hearing urgent statements, and addressing questions from members of the public and from councillors. Additionally, the council was to receive petitions and consider any matters requisitioned by members. The meeting also included a motion to exclude the public for the discussion of exempt information.
