The Licensing Sub-Committee granted a premises licence for McDonnell Bookmakers at 19 Plough Way, London SE16. The decision followed a review of the application, representations from the applicant, and a local resident.
Gambling Act 2005 - Application for a Premises Licence
The sub-committee granted a premises licence to McDonnell Bookmakers for premises located at 19 Plough Way, London SE16. The decision was made after considering the licensing officer's report, representations from the applicant's representative, the applicant, and the proposed manager of the premises. A written representation from a local resident was also taken into account, though no representations were received from responsible authorities.
The applicant presented their policies and procedures for complying with licensing obligations and meeting the licensing objectives. The sub-committee posed questions to the applicant and considered the council's Statement of Gambling Licensing Policy, the Gambling Commission Guidance to Local Authorities, relevant Codes of Practice, and the licensing objectives under the Gambling Act 20051.
As part of the licence, mandatory conditions were applied, including the prominent display of a notice stating that no person under 18 is permitted to enter the premises. Access to the premises must be from a street or another licensed betting premises, with no direct access to other retail premises. The premises are to be used solely for providing betting facilities, with specific conditions regarding ATMs and the use of audio-visual apparatus for sporting events and betting information. The sale of publications is restricted to racing periodicals or specialist betting publications, and no music, dancing, or other entertainment is permitted, except for that related to sporting events. Alcohol consumption is prohibited on the premises while gambling facilities are in use, and a notice to this effect must be displayed. A notice outlining the terms of betting must also be displayed.
A default licence condition was applied, stipulating that no gambling facilities shall be provided between 10.00 pm and 7.00 am.
Interested parties, responsible authorities, and the applicant have the right to appeal this decision to the magistrates' court within 21 days of being notified of the decision.
