The Licensing Sub-Committee granted a variation to the licence for Zapoi, a premises on Rye Lane, allowing for extended late-night refreshment hours and increased opening times, with specific conditions attached. The committee also decided to adjourn the decision on a licence variation for Pub in the Park, located in Dulwich Park, to a future date to allow the applicant to provide further documentation.
Zapoi Licence Variation Granted
The Licensing Sub-Committee granted a variation to the premises licence for Zapoi, located at 138 Rye Lane, London SE15 4RZ, to include the first floor in the licensable area. This variation allows for late-night refreshment from Sunday to Thursday between 11:00 PM and 11:30 PM, and on Fridays and Saturdays from 11:00 PM to 12:30 AM. The premises' opening hours will now extend to midnight from Sunday to Thursday, and 1:00 AM on Fridays and Saturdays.
The decision was made with several conditions, including a cap of 35 patrons on the first floor and an amendment to an existing condition to clarify that the ground floor capacity limit of 85 patrons remains. The applicant, London Spacemakers Limited, also provided undertakings, including a commitment to minimise single-use plastics, refrain from playing music on the first floor, and not use the garden area until acoustic lobby doors are installed. A further undertaking was made to install an additional toilet.
During the discussion, the applicant's representative described the first floor as a relaxed and social space
and clarified that there would be no bar upstairs. Concerns were raised about the potential impact on crime and disorder and public nuisance, particularly in relation to the cumulative impact policy (CIP) for the area. However, the licensing officer representing the council as a responsible authority stated that the proposed variation, including the increase in capacity, would not negatively impact the CIP. An objector, referred to as Party 6, raised concerns primarily about noise nuisance, although the sub-committee noted that many of these related to the garden area, which was not the focus of the current application. The sub-committee considered that the decision was appropriate and proportionate in order to promote the licensing objective, in particular the prevention of crime and disorder and the prevention of public nuisance.
Pub in the Park Licence Decision Adjourned
The Licensing Sub-Committee decided to adjourn the decision on the licence variation for Pub in the Park, located in Dulwich Park, College Road, London SE21 7EB. This adjournment was made to allow the applicant time to provide a number of documents that the sub-committee wished to review.
The applicant and their representative, along with the environmental protection officer and the licensing officer representing the council as a responsible authority, addressed the sub-committee. During the discussion, it was raised that the applicant had not provided several key documents. Following legal advice, the meeting was adjourned to 21 January 2020 at 10:00 AM. The applicant is required to provide the following documents in advance of the rescheduled meeting: crowd management plans, dispersal plan, responses, emergency evacuation plan, maps, exhibitor alcohol manual, responsible service of alcohol policy, generic 2019 event management plan, and a drug policy.
