The Wandsworth Conservation and Heritage Advisory Committee met on Tuesday 25 July 2023, discussing several planning applications and noting future meeting dates. The committee supported proposals at 27 Nightingale Lane SW12 8SY and Ibstock Place School, Clarence Lane, SW15 5PY, while objecting to alterations at 1A Acris Street, SW18 2QT. They also supported proposals for Tooting Bec Lido, SW16 1RU, despite limited information.
Planning Applications
The committee reviewed several planning applications, offering support or objections based on their potential impact on conservation areas.
27 Nightingale Lane SW12 8SY
The committee supported the demolition of existing garages and the erection of a part single/part three-storey building to provide two studio flats and a communal living area for specialist/supported housing. They felt the proposals would improve the site's appearance and integrate well with the adjacent terrace. However, reservations were expressed regarding the flow and design of the mansard roof and the detailing of the dormer windows, with a suggestion for the applicant to reconsider the final designs.
1A Acris Street, SW18 2QT
The committee objected to alterations including the erection of a mansard roof extension. They cited harm to the conservation area due to the nature of the roof and its impact on the street scene. The loss of the stable block, described as a rare feature in the borough, was considered an unacceptable loss to the area's heritage and character. Furthermore, the committee noted that the view through the site to Wandsworth Common would be lost, which they deemed an important aspect of the conservation area's character.
Ibstock Place School, Clarence Lane, SW15 5PY
The committee supported alterations including partial demolition and the erection of a single-storey extension, along with a replacement car park and landscaping. They considered it a well-thought-out scheme that would not harm the conservation area, welcoming the improvements to the public realm. However, the committee expressed reservations about changes to the school's entrance, preferring the front elevation to remain as it is and stressing that the front façade should not be demolished. The potential loss of trees was also noted, with a hope for careful consideration of this matter.
Tooting Bec Lido, Tooting Bec Road, SW16 1RU
The committee supported the demolition of existing entrance, toilet, and shower buildings and the construction of new facilities, including a reception, cafe, and bicycle parking. While noting that limited information had been provided, they welcomed the retention of most features considered important for the conservation area and looked forward to seeing the final details.
Other Matters
The committee also noted their disappointment regarding additional plant installed on the roof of the 'Arding & Hobbs' application, referencing a previous decision (2022/3180).
Future meeting dates were scheduled for 13th September 2023 and 28th November 2023. The Principal Conservation and Urban Design Officer, Lauren Way, encouraged the committee to support the council's bid to be the London Borough of Culture 2025, a matter to be discussed further at the next meeting.
