Open Council Network is an independent organisation. We report on Stockport and are not the council. About us
The Heatons & Reddish Area Committee met on Monday 27 July 2026, approving proposed works to adjust access controls on the Trans Pennine Trail and giving approval for the legal advertising of traffic regulation orders for parking restrictions and a new Toucan Crossing on Wellington Road North, Sparthfield Road, Vaughan Road, and Belmont Street. The committee also noted details of the Transport for Greater Manchester Bee Network Wayfinding Pilot scheme for the Heatons.
Trans Pennine Trail Access Control Project
The committee approved proposed works to adjust 22 access controls along the Trans Pennine Trail. These adjustments are intended to improve accessibility for individuals using non-standard cycles, wheelchairs, and mobility scooters, aligning with the council's Access Controls Policy and the Equality Act 2010. Some access controls have already been removed or adjusted as part of a separate project, and Section 59 signage, which empowers police to seize vehicles used in an unlawful or anti-social manner, will be installed alongside the adjusted controls. The works are subject to funding from the capital programme or other available sources.
Wellington Road North, Sparthfield Road, Vaughan Road & Belmont Street, Heaton Norris
Approval was given for the legal advertising of traffic regulation orders related to parking restrictions and the introduction of a Toucan Crossing. These measures are linked to the redevelopment of the former Mercedes-Benz site into a retail foodstore. The proposed changes include extending No Waiting at Any Time
restrictions on Sparthfield Road and Vaughan Road to ensure safe access to the new premises, and introducing peak period loading restrictions on Sparthfield Road. A No Waiting at Any Time
restriction will also be implemented at the cul-de-sac end of Belmont Street to consolidate access to the new Toucan Crossing on Wellington Road North. The costs associated with these measures will be funded by the developer as part of a Section 106 / 278 Agreement.
Heatons Wayfinding Pilot
The committee noted the details of the Transport for Greater Manchester (TfGM) Bee Network Wayfinding Pilot scheme, which will be tested along the 'Heatons Cycle Link'. This pilot aims to inform the development of a consistent and user-friendly cycle wayfinding system across Greater Manchester. The scheme involves installing new signage and surface markings along selected routes in the Heatons, connecting Heaton Mersey and Heaton Chapel. TfGM will fund the development and installation, with Stockport Council's Highways Team reviewing and installing the signage. A monitoring and evaluation period will follow the installation, with results to be reported back to a future Area Committee.
Appeal Decisions, Current Planning Appeals and Enforcement Appeals
The committee noted a report summarising recent appeal decisions, current planning appeals, and enforcement actions within the Heatons and Reddish area. The report detailed several appeal decisions, including one where the Planning Inspectorate ruled against the council regarding land to the rear of 12 Heathcote Avenue. It also listed current planning appeals and ongoing enforcement actions, such as an enforcement notice served for the erection of a metal frame on the forecourt of The Bank, 112 Heaton Moor Road, which was subsequently complied with.
Ward Flexibility Funding
The committee considered several applications for Ward Flexibility Funding. Approval was given for a grant of £125 to S.E.A Social Events Activities for their Seniors Connections
sessions aimed at combating loneliness and isolation among older residents in Reddish South ward. A grant of £500 was approved for Wellbeing Football and Sports to seed a new Thursday men's wellbeing session, with £250 allocated from Reddish North and £250 from Reddish South ward funds.
Re-establishment of the Brinnington & Reddish Joint Ward Committee
Councillor Rachel Wise requested the re-establishment of a joint ward committee for Brinnington & Stockport Central, Reddish North, and Reddish South wards to address matters concerning Reddish Vale Country Park and surrounding communities. The committee resolved to approve the re-establishment of this joint committee, noting that the consent of the Central Stockport Area Committee would also be required.
The Abattoir, Higher Bury Street
Councillor Colin Foster requested an update on odour issues emanating from The Abattoir, Higher Bury Street. The committee resolved to request the Director of Place Management to submit a report to the next meeting detailing actions that could be taken to address the odour issues, including the use of environmental health powers.
Progress on Area Committee Decisions
The committee noted a report providing an update on decisions made at previous meetings, including the current position on area flexibility funding and the highway and traffic management delegated budget. The report detailed the allocation of funds for various projects and initiatives across the wards.
