The Council of North West Leicestershire convened on Thursday, 11 June 2026, with the primary focus being the advancement of the Proposed North West Leicestershire Local Plan. Key decisions were made to approve the draft Local Plan for public consultation and to delegate authority for minor amendments and subsequent procedural steps. The Council also received annual reports from the Audit and Governance Committee and on Member Conduct.
Proposed North West Leicestershire Local Plan (Regulation 19)
The Council approved the Proposed Submission Draft Local Plan for a minimum six-week public consultation. This significant step in the plan-making process allows for feedback on the draft Local Plan, the Policies Map, and the Sustainability Appraisal. Following the consultation, the Council will consider the representations received before deciding whether to submit the plan for examination by the Secretary of State. Authority was delegated to the Strategic Director of Place, in consultation with the Portfolio Holder for Infrastructure, to make minor amendments to the plan and accompanying documents before publication and submission. This delegation also extends to agreeing the final content of the Local Plan appendices and preparing for and consulting on any main modifications required during the examination process.
Audit and Governance Committee Annual Report
Councillor Jenny Simmons, previous Chair of the Audit and Governance Committee, presented the committee's annual report for 2025/26. The report summarised the committee's work, including its oversight of internal and external audits, risk management, corporate governance, and financial reporting. Members expressed support for the committee's role in providing scrutiny and oversight, and the report was noted by the Council.
Member Code of Conduct Annual Report
Councillor Jenny Simmons also presented the annual report on Member Conduct for 2025/26. This report detailed the work undertaken by the Audit and Governance Committee in relation to member conduct standards, including the handling of complaints made to the Monitoring Officer. The report highlighted the procedures for dealing with complaints, the number of complaints received and their status, and the ongoing training provided to members on the Code of Conduct. The report was noted by the Council.
