The Licensing Sub-Committee is scheduled to consider an application from Glow Worldwide Limited for a premises licence for Holland Park. The proposed licence would permit a range of activities including the exhibition of films, performance of live and recorded music, performance of dance, and the retail sale of alcohol, both on and off the premises. These activities are intended to take place between 15 November and 31 December each year, for up to 35 days annually, with the event operating between 15:00 and 22:45.

The applicant, Glow Worldwide Limited, has outlined several steps to promote the four licensing objectives:

• Prevention of crime and disorder: This includes entry by timed ticket to manage capacity, the deployment of SIA-licensed security staff and stewards, CCTV surveillance, and a strict Challenge 25 policy for alcohol sales. Alcohol sold for off-site consumption would be in sealed containers only.
• Public safety: A detailed event management plan, fire risk assessment, and crowd management plan are to be prepared and reviewed. Temporary structures and electrical installations will be certified to relevant standards.
• Prevention of public nuisance: Visitor numbers will be controlled by timed entry, and a noise management plan will be in place. Licensable activities are scheduled to cease at 22:00, with the site cleared by 22:45. A dispersal plan will direct visitors away from residential streets.
• Protection of children from harm: The event is designed for families, with alcohol sales being ancillary to the visitor experience and subject to strict age verification. Film content will be suitable for a general audience and adhere to age classification ratings.

The council has received five representations concerning this application. These include objections from The Kensington Society¹ and The Friends of Holland Park², as well as representations from local residents, some of whom have requested anonymity. Key concerns raised include the potential impact on the tranquillity of the park, noise disturbance, the sale and consumption of alcohol, security, light pollution, and the protection of specific areas within the park such as the Kyoto Garden and Dutch Garden.

The Kensington Society has objected on grounds of a lack of information, particularly regarding noise levels, alcohol licensing, policing, and the proposed duration of the licence, requesting it be restricted to one year for assessment. The Friends of Holland Park, while not formally objecting, have put forward conditions regarding noise management, alcohol sales, and the protection of grass areas. Other residents have expressed concerns about increased traffic, noise, and potential anti-social behaviour, particularly relating to the sale of alcohol and the late operating hours.

The report by the Director of Highway and Regulatory Services notes that there are no planning restrictions or conditions that the Sub-Committee should be aware of, and the Principal Planning Enforcement Officer has found no conflict between the planning history of the site and the current proposals.

The Licensing Sub-Committee will consider the application, the volunteered steps by the applicant, and all relevant representations. It will then decide whether to grant the application in full, modify the conditions, refuse to specify a Designated Premises Supervisor, or reject the application in whole or in part, with a view to promoting the four licensing objectives.
