The report from the Executive Director Investment, Place and Opportunity detailed the licensed activities, which included the sale of alcohol for consumption on the premises, late-night refreshments, and various forms of entertainment such as films, live and recorded music, and performances of dance. The licensed hours extended late into the night and early morning, particularly on Fridays and Saturdays.

Representations supporting the review were received from the Licensing Authority and a local resident group, Friends of Oakley Square. The police's application for review highlighted numerous alleged breaches of licence conditions, including issues with SIA staffing levels, the use of body-worn cameras, dress codes, alcohol policies, and the failure to report incidents to the police. The police proposed a reduction in operating hours to framework hours, with a terminal hour of 00:30, and a revised set of licence conditions.

The Licensing Authority's representation also outlined concerns regarding noise, anti-social behaviour, and a lack of consistent compliance with licence conditions. Friends of Oakley Square, a group representing local residents, submitted a representation detailing ongoing issues with noise, anti-social behaviour, and dispersal from the venue, particularly during events.

The report also included the premises licence for The Camden, detailing its current conditions and previous amendments. The panel was to consider the application, representations, and relevant legislation, including the Licensing Act 2003, Camden's Statement of Licensing Policy, and guidance from the Secretary of State. The panel had several options available, including allowing the licence to continue, modifying conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence, or revoking the licence.

The panel was also scheduled to agree the procedure rules for remote meetings, as outlined in the Guidance on Remote Meetings Held Under the Licensing Act 2003 and Associated Regulations.
