Open Council Network is an independent organisation. We report on Trafford and are not the council. About us
The Planning and Development Management Committee of Trafford Council met on Thursday 13 August 2026 to consider several planning applications. The committee granted permission for external alterations to a property on Navigation Road, Altrincham, and for a two-storey extension to a dwelling on Windmill Road, Sale. However, a decision on an application to vary conditions for a supported living facility on High Elm Road, Hale Barns, was deferred.
Applications for Permission to Develop
The committee considered three applications for permission to develop.
74 Navigation Road, Altrincham, WA14 1NF
Permission was granted for external alterations to this detached dwelling, including the installation of external wall insulation and render to the side and rear elevations, replacement windows, larch cladding, and a replacement bay window and stairs to the rear. The application was brought before the committee because the applicant is an elected Member of the council.
The proposed alterations were assessed against the council's development plan, including the Places for Everyone Plan (PfE) and the Trafford Core Strategy. Officers noted that the original proposals for white render had been amended to a brick-tone render on the side elevations following advice, to better complement the existing brickwork of the property and the surrounding street scene. Conditions were imposed requiring the submission of samples and specifications for all external materials before works commence. Furthermore, permitted development rights for further rendering or cladding were removed to maintain the visual amenity of the area.
Concerns regarding residential amenity were addressed, with a condition requiring a replacement first-floor bathroom window on the west elevation to be obscurely glazed and non-opening up to 1.7m above floor level to protect the privacy of the neighbouring property at No. 72 Navigation Road. The proposal was deemed to comply with relevant planning policies, including Policy JP-P1 of PfE and Policy L7 of the Trafford Core Strategy.
15 Windmill Road, Sale, M33 2LE
Permission was granted for the erection of a two-storey side/rear infill extension to this detached dwelling, along with associated roof alterations and the relocation of rear window openings. This application was presented to the committee as the applicant is an employee of Trafford Council.
The proposed extension was considered to be acceptable in scale and siting, and its design and materials were deemed to be in keeping with the existing property. The roof alterations were also considered to maintain the character of the dwelling. The proposal was assessed against the development plan, including the Places for Everyone Plan and the Trafford Core Strategy, and was found to comply with policies relating to design and visual amenity, such as Policy JP-P1 of PfE and Policy L7 of the Trafford Core Strategy.
No objections were received from neighbours. The proposal was considered not to have any unacceptable impacts on the character of the property or the visual amenity of the surrounding area. Similarly, impacts on residential amenity were assessed, with the extension not extending beyond the existing rear elevation and being sited to avoid undue overbearing or overlooking impacts on neighbouring properties. The proposal was also found to have no adverse highway or parking impacts.
38 High Elm Road, Hale Barns, WA15 0HS
The committee deferred a decision on an application to vary condition 3 of a previous planning permission (117538/COU/25) for a change of use of this dwellinghouse to accommodation for supported living for up to four children. The variation sought to amend the hours for daytime staff from the approved 8:30 am to 9:00 pm to 7:30 am to 9:00 pm. This application was called in by Councillor Evans and had received 13 objections from neighbouring properties, raising concerns about traffic, parking, noise, and the impact on the residential character of the area.
The report indicated that the principle of the C2 use had already been established. The proposed variation was considered by officers to be acceptable and unlikely to raise new issues beyond those considered in the original permission. The earlier start time for daytime staff was deemed reasonable, aligning with typical morning activity in the area and not expected to cause undue disturbance. The Local Highway Authority and Environmental Health raised no objections. However, due to the number of objections and the call-in by a Ward Councillor, the decision was deferred.
Councillor Daniel Jerrome declared a Personal and Prejudicial Interest in the application for 74 Navigation Road, Altrincham, due to a friendship and previous involvement with the applicant and the application. He did not participate in the debate or vote on this item. Councillor Gareth Twose declared a Personal Interest in the same application as the applicant was a fellow Green Party colleague.
