The Planning Committee of Ealing Council was scheduled to discuss a significant redevelopment proposal for the Post Office and former sorting office site at 46 Mandeville Road, Northolt UB5 5ZZ. The meeting was also set to review the minutes from a previous meeting and note site visit attendance.
Planning Application for 46 Mandeville Road, Northolt
The primary item scheduled for discussion was planning application 252467FUL, concerning the Post Office and former sorting office at 46 Mandeville Road, Northolt UB5 5ZZ. The proposal involved the demolition of existing buildings and redevelopment of the site to create a new building. This new structure was planned to be arranged over ground, first, part second, part third, and part fourth floors, accommodating a range of uses including a post office (Class E(a)), other Class E uses, light industrial (Class E(g)(iii)), and self-storage (Class B8). The development also included provision for vehicle and cycle parking, landscaping, and associated works.
The report pack indicated that the proposal would significantly increase the overall floorspace from 1,210 sq m to 7,258 sq m, with the largest component being Class B8 self-storage floorspace. Concerns were raised during public consultation regarding the scale and design of the proposed building, its impact on the character of the Northolt Village Green Conservation Area, and potential traffic and amenity impacts on neighbouring properties. The report noted that the scheme did not fully accord with the emerging Draft Local Plan allocation for residential-led mixed-use development, but that this allocation did not yet carry full development plan weight.
The report pack detailed extensive negotiations and revisions to the scheme, including changes to materials, articulation, and frontage treatment, aimed at improving the building's integration with the townscape and its relationship with Mandeville Road and the conservation area. The proposal included a comprehensive sustainability strategy, with measures for carbon reduction, biodiversity net gain, and energy efficiency. Financial contributions were also proposed through a Section 106 agreement to mitigate impacts on affordable workspace, employment and skills, public realm, air quality, and CCTV.
The report recommended granting planning permission subject to the satisfactory completion of a Section 106 agreement and a Section 184 agreement under the Highways Act 1980, along with a series of conditions. These conditions covered various aspects including materials, landscaping, noise mitigation, drainage, energy and sustainability measures, and construction management plans.
Minutes of Previous Meeting
The committee was also scheduled to approve the minutes of the previous Planning Committee meeting held on 15 July 2026. The report pack indicated that the minutes from that meeting had been agreed as a true and accurate record of proceedings.
