The Licensing and Appeals Hearings Sub Committee is scheduled to meet on Monday 15 June 2026. The primary item on the agenda is an application for a new premises licence for Brecon Food and Wine. The committee will also conduct its formal business, including the election of a chairman for the meeting.
Application for a New Premises Licence for Brecon Food and Wine
The committee is scheduled to consider an application for a new premises licence for Brecon Food and Wine, located at 1 The Parade, Brecon Road, Woodley, RG5 4PS. The application, submitted by Mr Gaganpreet Singh, seeks permission for the sale of alcohol between 07:00 and 23:00, Monday to Sunday, with the premises also opening during these hours.
The report pack details a history of licensing issues at the premises. A previous premises licence, PR0226, held by Mr Kulbir Singh Kapoor, was revoked on 27 May 2025 due to concerns regarding the prevention of crime and disorder and the protection of children from harm. This decision was appealed, and subsequently, Mr Kapoor faced prosecution for offences related to the sale and possession of counterfeit and unsafe alcohol, resulting in fines and forfeiture of seized alcohol. The appeal was later withdrawn.
The current applicant, Mr Gaganpreet Singh, has provided a management agreement with Mr Kulbir Singh Kapoor, who is described as the Leaseholder.
The application states that previous management involved with Mr Kulbir Singh Kapoor will be banned from the premises.
The operating schedule submitted by the applicant outlines proposed measures to promote the four licensing objectives, including CCTV, an incident logbook, staff training, a Challenge 25 policy, and the location of spirits behind the counter.
However, representations have been received from Trading Standards and Thames Valley Police. Trading Standards noted that during a compliance visit, measures outlined in the operating schedule were not being implemented, citing a lack of staff training, incomplete records, and issues with CCTV operation. They expressed concern that the applicant does not have the knowledge or understanding
to meet the licensing objectives. Thames Valley Police also raised objections, noting allegations of alcohol sales without a licence and to underage persons, and difficulties in obtaining CCTV footage.
The committee has the option to grant the application in full, grant it with modifications, or reject it. The report pack includes appendices detailing the application, photographs, previous licence history, a Magistrates Court summons, and representations from Trading Standards and Thames Valley Police.
The meeting is scheduled to be held at the LGF4 - Civic Offices, Shute End, Wokingham RG40 1BN. Members of the public are welcome to attend in person or virtually. The meeting will also be filmed and available to watch live online.
