The Sub-Committee granted a new premises licence for Doreen's, located at 56 Pitshanger Lane, Ealing, W5 1QY. The application, made by Ms. Hollie Jacqueline Elwell, sought permission for the supply of alcohol, recorded music both indoors and outdoors, and for the premises to be open to the public during specified hours.

The decision to grant the licence was made after considering representations from a local resident, Mr. Justin Walker and Miss Jessica Stone, who raised concerns about potential public nuisance and the protection of children from harm, particularly regarding the use of the garden area. They highlighted the proximity of the outdoor space to neighbouring residential gardens and windows, expressing fears of exposure to adult language, drunken behaviour, smoke, and overlooking.

In reaching its decision, the Sub-Committee noted Ms. Elwell's relevant experience in managing licensed premises and her assurance that Doreen's would operate as a family-oriented, food-led venue with a limited alcohol offering, such as an afternoon tea with prosecco. The Sub-Committee was satisfied that this style of operation would reduce the likelihood of the issues raised by the objectors. They also took into account Ms. Elwell's commitment to making her telephone number available to local residents for prompt resolution of any concerns.

An additional condition was imposed, prohibiting smoking in the garden area and requiring clear signage and staff directions to direct smokers to the front of the premises.
