The Sub-Committee granted a new premises licence for Doreen's, a cafe and tea room at 56 Pitshanger Lane, Ealing, W5 1QY. The application, made by Ms. Hollie Jacqueline Elwell, sought permission for the supply of alcohol and the playing of recorded music, with proposed opening hours from 09:00 to 17:00 on Wednesdays and Thursdays, and 09:00 to 23:00 on Fridays and Saturdays, with Sunday hours from 08:00 to 17:00.

The decision to grant the licence was made after considering representations from Mr. Justin Walker and Miss Jessica Stone, who objected on the grounds of the protection of children from harm and the prevention of public nuisance. Their concerns focused on the proximity of the rear outdoor area to neighbouring residential gardens and windows, and the potential for exposure to adult language, drunken behaviour, smoke, and overlooking.

The Sub-Committee was satisfied that Ms. Elwell possessed relevant experience in managing licensed premises, which would enable her to promote the licensing objectives. They also accepted that Doreen's would operate as a family-oriented, food-led venue, with a limited alcohol offering, thereby reducing the likelihood of the feared behaviours. Furthermore, Ms. Elwell's undertaking to make her contact number available to local residents for prompt issue resolution was noted as a practical measure.

An additional condition was imposed, prohibiting smoking in the garden area and directing customers who wish to smoke to the front of the premises. The Sub-Committee deemed this condition appropriate and proportionate to address the concerns raised regarding smoke and the use of the garden.

The Metropolitan Police Service had agreed to the conditions proposed by the applicant, which included comprehensive CCTV requirements, a refusals book, signage for quiet dispersal, and restrictions on glass and open vessels outside the premises. These conditions were incorporated into the operating schedule.
