The Licensing Sub-Committee is scheduled to consider a new premises licence application for a venue in West Ealing. The committee will review the application, including representations received from various parties, and determine whether to grant the licence.
New Premises Licence Application for Angels Club Basement
The primary item for discussion is a new premises licence application for Angels Club Basement, located at 25 Broadway, West Ealing, W13 9DA. The applicant, Bianca Ailincai, is seeking permission to supply alcohol, provide recorded music, host dance performances, and offer late-night refreshment. The proposed operating hours are from 23:00 to 03:30 for alcohol sales and entertainment, and until 04:00 for late-night refreshment, seven days a week.
The application has generated significant interest, with seventeen representations received. These include objections from the Workplace and Public Safety team, the Metropolitan Police Service, the Licensing Authority's Enforcement & Compliance team, the Environmental Health's Pollution Control team, and thirteen members of the public, including the Walpole Residents Association.
The report pack details the concerns raised by these parties, which primarily focus on the potential for increased crime and disorder, public nuisance, and risks to public safety, particularly given the premises' location within a Special Policy Area1 and its proximity to residential properties. Concerns have also been raised regarding the safeguarding of performers and the adequacy of the proposed operating hours.
The committee will consider the application in light of the Council's Statement of Licensing Policy2, which outlines core hours for licensable activities and specific considerations for premises within Special Policy Areas. The report also draws attention to the legal implications of the Licensing Act 20033 and the Human Rights Act 19984.
The committee has several options for determining the application:
- Grant the application as applied for.
- Grant the application with additional or modified conditions.
- Exclude any of the licensable activities.
- Refuse to specify a person as the designated premises supervisor (DPS).
- Reject the application entirely.
The meeting will also include a review of the Panel Procedure Guidance Note5.
