Pride in Place Programme Update

Decision-making will be channelled through Neighbourhood Boards, which are required to have a majority of residents and will be supported by independent chairs appointed jointly by the council and local Members of Parliament (MPs).
The funding arrangements detail a split between capital and revenue, with funds released annually and tied to performance and compliance. The report highlights key deadlines for the upcoming months, including the submission of board membership and any proposed boundary changes by 17 July 2026, and the final Pride in Place Plan by 28 November 2026. The council's role as Accountable Body involves significant governance, financial, and legal responsibilities, including maintaining robust financial controls, supporting community engagement, and ensuring lawful and effective delivery of the programme. The report also touches upon the legal justification for the targeted approach of the programme under the Equality Act 2010, aiming to address socio-economic inequality and advance equity of opportunity.
Introduction to the Culture and Neighbourhoods Scrutiny Commission
The commission will receive an introduction to its own remit and the service areas it covers. This will involve an outline from the Lead Scrutiny Directors of the specific departments and functions that fall under the commission's purview. This session is intended to provide members with a clear understanding of the scope of their scrutiny responsibilities within the council's structure.
Work Programme
Members of the commission will have the opportunity to consider the existing work programme for 2026-2027. This agenda item allows for suggestions for additional items to be added to the programme, ensuring that the commission's focus remains relevant and addresses key issues affecting the culture and neighbourhoods within Leicester. The work programme document outlines planned items for future meetings, including updates on community safety, festivals and events, sports remodelling, and heritage projects.
