The Public Health and Health Integration Scrutiny Commission of Leicester Council is scheduled to meet on Tuesday 1 September 2026. The meeting's agenda includes updates on winter pressures, the Leicester Neighbourhood Approach, and the Healthwatch Leicester and Leicestershire Annual Report.

Winter Pressures Update

The Integrated Care Board (ICB) is expected to provide an update on preparations for winter pressures. This will include a review of lessons learned from the previous winter and details of the plans being developed for the upcoming season, outlining key areas of focus and current progress.

Leicester Neighbourhood Approach

An update on the development of the Leicester City Neighbourhood Programme is scheduled. This will cover progress in establishing neighbourhood footprints and engaging with stakeholders to co-design local priorities. The discussion will also address the next phase of development, including governance arrangements, neighbourhood planning, and the potential impact of Local Government Reorganisation (LGR). The report highlights that four neighbourhood footprints have been agreed: Neighbourhood 1 North East, Neighbourhood 2 South East, Neighbourhood 3 North West, and Neighbourhood 4 South West. The report notes that The neighbourhood model seeks to bring together partners from primary care, local government, community health services, acute services, mental health services, public health and the voluntary, community and social enterprise (VCSE) sector to jointly identify local priorities and respond to the needs of their communities. ¹

Healthwatch Annual Report

Healthwatch Leicester and Leicestershire will present its Annual Report, titled Speaking up for Better Care . This report will detail the organisation's activities during the 2025-26 period, including public engagement, information and signposting services, and the impact of its recommendations on local health and social care services. The report will also outline Healthwatch's priorities for the 2026-27 period. The report states that Healthwatch Leicester and Leicestershire is the statutory consumer champion for health and social care established under the Health and Social Care Act 2012. ² Key achievements from the past year include engagement with 46,590 people and the publication of 19 reports based on public insight.

Health Protection

The Director of Public Health is scheduled to provide a verbal update on health protection activities.

Members of the Commission will have the opportunity to review the current work programme and suggest any additional items they believe should be included for future consideration.
