The Licensing Panel of Hounslow Council met on Tuesday 1 September 2026 to revoke the premises licence for Kinsley Super Store t/a Kingsley Local and refuse an application for a temporary street trading licence for Everyday Fruits & Veggies. Councillor Gerry Lieberman was appointed Chair of the meeting.

Kinsley Super Store t/a Kingsley Local Premises Licence Revoked

The Licensing Panel revoked the premises licence for Kinsley Super Store t/a Kingsley Local, located at 4 Kingsley Road, Hounslow TW3 1NP. This decision followed a review application submitted by Bob Dear, Licensing Enforcement Regulatory Officer, on behalf of the Licensing Authority. The review was initiated due to concerns that the licence holder, Mr Jalinda Singh Ahuja, had failed to uphold the licensing objective of the prevention of crime and disorder by breaching various conditions of the Premises Licence.

During a joint inspection by Trading Standards and Licensing officers on 16 June 2026, officers discovered significant quantities of illicit tobacco products, non-compliant vapes, and high-strength alcohol. These were found in various locations throughout the premises, including the toilet area, behind the counter, and in the storeroom. A notebook containing records that appeared to demonstrate ongoing involvement in the sale of illicit tobacco products was also seized. In total, officers seized 9,730 illicit cigarettes, 268 non-compliant vapes, rolling tobacco, Indian tobacco, snuff, and 128 miniature bottles of spirits. The estimated unpaid tobacco duty exceeded £4,700.

Furthermore, officers identified widespread breaches of the Premises Licence conditions. Of the 30 licence conditions, 12 were found to be in breach, including the CCTV system not operating, a lack of staff training records, no incident/refusal register, absence of required licensing signage, the sale and storage of high-strength beers contrary to licence conditions, no ultraviolet counterfeit detection equipment, alcohol not individually labelled with the premises name, a lone worker not holding a Personal Licence, and the sale and display of prohibited miniature spirit bottles.

The Applicant argued that the scale of the offending, repeated non-compliance with licence conditions, and apparent disregard for licensing and trading standards legislation indicated a failure to uphold the licensing objectives. They submitted that revocation of the Premises Licence was the appropriate and proportionate sanction.

The Licence Holder's representative, Mr Yusif Alhani, did not dispute that licence conditions had been breached but argued that revocation was a disproportionate response. He suggested alternative measures such as a period of suspension to allow for the appointment of a new Designated Premises Supervisor (DPS) who would be present on site and have direct responsibility for day-to-day management.

However, the Panel considered that removing the DPS would not be sufficient, citing paragraphs 11.20 to 11.22 of the Statutory Guidance, which suggest that poor management can be a reflection of poor company practice or policy. The Panel noted that the Licence Holder had delegated significant responsibility to staff, leading to a deterioration in management and oversight. The Panel was not convinced that suspending the licence or changing the DPS would ensure future good management.

Considering paragraph 11.27 of the Statutory Guidance, which states that the sale or storage of smuggled tobacco and alcohol should be treated particularly seriously, and paragraph 11.28, which suggests revocation should be seriously considered even in the first instance, the Panel decided that revoking the licence was the appropriate and proportionate remedy due to clear breaches of the prevention of crime and disorder objectives. The decision was made to REVOKE the Premises Licence.

Everyday Fruits & Veggies Temporary Street Trading Licence Application Refused

The Licensing Panel refused an application for a Temporary Street Trading Licence for Everyday Fruits & Veggies, operated by Y.M.F.G GROUP LTD, to trade between Halifax and Next on Hounslow High Street. The application was made pursuant to section 31 of the London Local Authorities Act 1990.

The Applicant initially proposed an area of 8.0 meters in depth by 4.0 meters in width. Following representations from Hounslow Highways, the Applicant agreed to reduce the licensed area to 4.0 by 4.0 meters.

Representations were received from Councillor Pamila Rodrigues and Hounslow Highways. Councillor Rodrigues raised concerns about nuisance and traffic congestion, stating that the area had become congested and attracted pickpockets. She also reported noise from traders competing for customers and alleged instances of catcalling. Hounslow Highways' initial concerns regarding the size of the pitch were addressed by the Applicant's agreement to reduce the licensed area.

During the hearing, the Applicant, represented by Mr Mohammed Yusuf, Mr Rebin Mohammed, and their agent Ms Arlene auf der Mauer, denied allegations of unreasonable behaviour and stated their marquees were located within the licensed area when trading commenced. They confirmed arriving between 6:00 am and 8:00 am to set up, using a pallet truck to transport stock, and sweeping the site daily. The Panel noted that using a pallet truck breached condition one of their current licence. The Applicant also stated they cleared the site between 8:00 pm and 9:00 pm.

The Panel considered photographic evidence submitted by both the Applicant and Councillor Rodrigues. The Applicant's photographs were undated, while Councillor Rodrigues' photographs, dated 21 August 2026, showed the licensed area in an unclean state. The Applicant denied the site was left unclean.

The Panel found that the Applicant had failed to operate within the boundaries of the licensed area during setup and dismantling, with trading equipment and pallets extending beyond the authorised area. They also breached other licence conditions by commencing setup before 08:00 and failing to pack away by 19:45. The Panel noted that the Applicant was using three 3m x 3m marquees with three additional 1.5m x 3m marquees, which exceeded the permitted licensed area and obstructed sightlines.

Given the Applicant's breaches of existing licence conditions, including those intended to prevent obstruction, the Panel was not satisfied that imposing further conditions would adequately address the concerns. Therefore, the Panel resolved to REFUSE the application. There is no right of appeal against this decision.
