Open Council Network is an independent organisation. We report on Oldham and are not the council. About us
The Licensing Driver Panel of Oldham Council was scheduled to convene on Tuesday 1 September 2026 to review several dual driver licences. The panel was also set to receive an update on appeals related to previous licensing decisions.
Review of Dual Driver Licences
The primary focus of the meeting was the review of multiple dual driver licences. For each case, the panel was scheduled to consider reports that raised questions about the licence holders' fitness and propriety to hold their licences. These reviews were initiated due to information recorded against the licence holders, which led to their referral to the panel for determination.
Specifically, the following licence review cases were listed on the agenda:
- DP/2026/51: This report was intended to prompt a review of a dual driver licence.
- DP/2026/54: This item concerned the review of another dual driver licence.
- DP/2026/55: The panel was scheduled to review a dual driver licence in this instance.
- DP/2026/56: This agenda item involved the review of a dual driver licence.
- DP/2026/57: This report was to inform the panel of an application to renew a dual hackney carriage / private hire driver's licence. The renewal application was being considered because convictions recorded against the applicant raised questions about whether they remained a 'fit and proper' person to hold a licence.
The process for these reviews, as outlined in the meeting documents, involved the Licensing Officer introducing the applicant and the reasons for the review. Panel members, officers, and the applicant could question the Licensing Officer. The applicant would then have the opportunity to make representations. Following further questioning and summaries from both the Licensing Officer and the applicant, all parties would leave the room while the panel deliberated. The applicant would then be informed of the panel's decision.
Appeals Update
The panel was also scheduled to receive an update on appeals against decisions previously made by the Council's Licensing Drivers Panel. This report, dated 01/09/2026, would provide members with information on any ongoing or concluded appeals.
The meeting was scheduled to take place at the JR Clynes Building, Cultural Quarter, Greaves Street, Oldham, OL1 1AL. The membership of the Licensing Driver Panel for this meeting included Councillors Arstan, Brownridge, Chowhan, Shuttleworth, Taleb, Tarbuck, and Wilkinson. Councillor Graham Shuttleworth, who is the Chair of the Highway Regulation Committee, Vice-Chair of the Health and Wellbeing Board, and District Lead for West District, was also in attendance. Barbara Brownridge, Cabinet Member - Adults, Health and Wellbeing, was also listed as an attendee.
The meeting documents are available for review, including the Public reports pack and the Agenda frontsheet. The status of this meeting is PENDINGCOUNCILPUBLICATION, meaning that while the documents for the meeting have been made public, the council has not yet published information about what actually occurred during the meeting.
