The Sustainable Communities Overview and Scrutiny Panel met to discuss the council's economic growth strategy, its approach to rough sleeping and homelessness, and proposed new Public Space Protection Orders (PSPOs). Key discussions included the initiation of a public consultation on the proposed PSPOs and a commitment to further investigate the economic impact of various sectors within the borough.

Economic Growth

The panel received a presentation on Merton's emerging economic growth plan, which aims to foster inclusive growth across the borough. Research indicates that while Merton's population is highly skilled, the borough's economy has been relatively flat for a decade, underperforming compared to the rest of London. Key growth sectors identified include professional services, creative industries, the visitor economy, and sports industries. The plan will focus on three pillars: connecting residents to economic opportunities, activating places through year-round activities, and supporting businesses and sectors. Councillors raised concerns about the conversion of employment land to housing, the high cost of commercial premises, and the need to ensure growth benefits the east of the borough. The council acknowledged these points and committed to addressing the east-west divide and exploring opportunities for development in less prosperous areas.

Rough Sleeping and Homelessness Strategy

The panel was updated on the council's strategy to tackle rough sleeping and homelessness. It was noted that Merton is set to receive new government funding to address these issues. The strategy aligns with the national Ending Homelessness Plan, focusing on prevention, crisis intervention, emergency response, and recovery. While Merton has historically had low levels of homelessness, there has been a significant increase in recent years, particularly due to end-of-assured shorthold tenancies and complex cases involving mental health and domestic abuse. The council highlighted its success in preventing homelessness and its efforts to secure private sector accommodation. Discussions also covered the challenges of assisting individuals with no recourse to public funds and the need for more family-sized accommodation. The council is also developing new provisions for public toilets and is committed to supporting veterans experiencing homelessness.

Public Space Protection Orders (PSPOs)

The panel was presented with proposals for new PSPOs aimed at addressing anti-social behaviour (ASB) in public spaces. These include renewing the alcohol PSPO, introducing orders related to dog fouling, aggressive begging, public urination, and the use of nitrous oxide canisters. Additionally, proposals for a school keep-clear PSPO to prevent vehicles from stopping near school entrances and an engine-idling PSPO to improve air quality were discussed. A public consultation on these proposals will commence shortly. Councillors raised questions regarding the enforcement of these orders, the potential increase in Fixed Penalty Notice (FPN) tariffs, and the adequacy of resources. The council assured the panel that engagement and safeguarding would be prioritised, and that enforcement would be a last resort. The need for more public bins was also highlighted as a factor in addressing littering and dog fouling.

Work Programme

The panel reviewed its work programme for the upcoming year. It was agreed to add a follow-up item on PSPOs to the March 2027 meeting, following the conclusion of the public consultation. The panel also noted that Councillor Cooper Marbella, Cabinet Member for Housing and Homelessness Prevention, would aim to attend the next meeting to outline her priorities.
