The committee will also receive a briefing from the Leicester Young People's Council.

Young People's Council Briefing

A report from the Leicester Young People's Council (YPC) will be presented, offering an overview of the views and priorities identified by children and young people across the city. The YPC, comprised of 44 elected young people, has been actively gathering feedback through a survey completed by 2,868 individuals. The initial findings indicate that the top concerns for young people are education, health (particularly mental health), and community safety. The report will detail the work being undertaken by the YPC and its engagement with young people, with the aim of informing committee chairs about the issues affecting young residents and how they can support the YPC's campaigns.

Household Support Fund

The committee will receive an overview of the delivery and outcomes of the Household Support Fund (HSF), which ran from October 2021 to March 2026. This fund provided critical financial assistance to residents during the cost of living crisis, distributing over £30 million. The report highlights key achievements, such as providing utility support, food vouchers, and essential household items, as well as assisting with housing costs to prevent homelessness. The report will also cover lessons learned from the HSF's operation and its transition to the new Crisis and Resilience Fund (CRF), which aims to offer a more long-term approach to tackling poverty.

Healthy Workplace Survey

The findings of the 2026 Healthy Workplace Survey will be presented, offering an overview of employee engagement, wellbeing, and workplace experiences within the council. The survey, completed by 35% of the workforce, indicates a solid overall engagement position, with most employees falling into the engaged or highly engaged categories. The report identifies key themes from employee feedback, including a desire for visible leadership, clear communication, and meaningful consultation. The findings will inform future workforce action planning, with a focus on areas such as management capability, wellbeing, career growth, communication, inclusion, and autonomy.

Revenue Monitoring April to June 2026

A report will be presented detailing the council's revenue budget position for the financial year 2026/27, as at the end of June. The initial forecast indicates a projected overspend of £1.1 million against a budget of £457.1 million. Significant financial pressures are noted in demand-led services such as homelessness, children's social care, and housing services, as well as in the Housing Revenue Account due to increased repairs and maintenance costs. The report will update members on the latest forecast outturn position, key budget variances, and financial pressures and savings identified across council services.

Capital Monitoring April to June 2026

The committee will review the council's capital programme position for 2026/27 as at the end of June. This first monitoring report of the financial year highlights that projects are experiencing delays and additional costs due to instability in the construction industry and inflationary pressures. The report will update members on expenditure to date, progress in the delivery of capital projects and work programmes, and any significant issues affecting the programme. It is anticipated that construction industry uncertainty will continue to be an issue, though this is currently being managed within existing budgets.

Tracking of Petitions - Monitoring Report

A report will be presented to update members on the monitoring of outstanding petitions. The committee will be asked to note the current status of these petitions and agree to remove those that have been marked as 'Petition Process Complete'. The report details the progress on various petitions, including those related to neighbourhood conditions, traffic calming measures, and the upkeep of public spaces.
