Open Council Network is an independent organisation. We report on Trafford and are not the council. About us
The Health and Wellbeing Board of Trafford Council met on Friday 11 September 2026 to discuss the council's annual impact report, progress on the Fairer Trafford programme, and updates on the Trafford Live Well and Neighbourhood Plan. The meeting also covered health protection, infection control, and a review of the board's governance.
2025/26 Annual Impact Report
The board was scheduled to receive a report from the Health and Social Care Programme Director detailing progress against the 2025/26 Trafford Delivery Plan priorities and the Trafford Co-operative Commitments for 2025-28. This report was expected to highlight improvements and declines in key metrics, provide a temperature check
on delivery plan priorities, and map these against transformational priorities and Brilliant Everyday Services and Offers
as set out in the Neighbourhood Plan for 2026/27. The report was also to summarise achievements against the Trafford Locality Plan Co-operative Commitments and reflect on the content of the Health and Wellbeing Board Annual Report from July 2026. The report indicated that excellent progress had been made across many priority programmes, with a significant number completed within the year, while others were set to continue into 2026/27 and beyond.
Fairer Trafford
A verbal report was anticipated from the Director of Public Health regarding the Fairer Trafford programme. This programme aims to reduce health inequalities for priority cohorts, with a particular focus on individuals with learning disabilities, those with serious mental illness, and unpaid carers. The report was expected to detail developments within the Learning Disability Partnership Board, including the outcomes of a workshop focused on priorities such as Good Health, Belonging, Transport and Homes for People.
It was also to provide an update on the Live Well Fairer Trafford Primary Care Offer, which aims to identify individuals who may benefit from additional support and connect them to relevant services. Furthermore, the report was to cover the ongoing work led by the Fairer Trafford Clinical Lead, Dr Yvonne Burke, to embed Fairer Trafford recommendations within primary care, focusing on information transfer, access to free bus passes, and improving the uptake and follow-up of Annual Health Checks.
Trafford Live Well and Neighbourhood Plan Update
Reports were scheduled from the Corporate Director of Strategy and Resources, the Director of Public Health, and the Health and Social Care Programme Director concerning the Trafford Live Well initiative and the Neighbourhood Plan. The Live Well programme aims to provide great everyday support in every neighbourhood
and is aligned with Greater Manchester's public service reform agenda. Updates were expected on key developments, including progress in Partington and Sale, the establishment of Trafford Live Well branding, and implementation next steps. The report highlighted that Trafford was supported by an £820,000 Implementation Fund grant per annum for 2026/2028. The Neighbourhood Plan, a requirement of the NHS Planning Guidance for 2026/27, was to be integrated into existing Locality and Delivery Plans. The first draft had been submitted in February 2026, with a final submission due by 30 September 2026. The report detailed updates to the plan, including achievements in areas such as community nursing investment, specialist palliative care, the development of Integrated Neighbourhood Teams, and the launch of the Trafford Is
website. Briefing and contribution sessions were also scheduled for board members to review and amend the plan's content.
Health Protection and Infection, Prevention and Control - Annual Report
The Director of Public Health was scheduled to present an annual report on health protection activity through the Health Protection and Resilience Board and the work of the Trafford Community Infection Prevention and Control Team (CIPCT) during 2025/26. The report was intended to assure the board that robust health protection arrangements were in place, highlighting key achievements, priorities, challenges, and ongoing activities to prevent, identify, and respond to communicable diseases and infections. The report noted strong performance across the CIPCT, managing numerous infection prevention and control enquiries, and handling outbreaks of acute respiratory infections and diarrhoea and vomiting. It also highlighted challenges such as seasonal respiratory infections, increases in healthcare-associated infections (HCAIs), growing antimicrobial resistance, and vaccine hesitancy. The report also detailed the review and update of the Local Health Economy Outbreak Plan (LOP).
Governance Review
A report from the Health and Social Care Programme Director was scheduled to address the governance review. This report outlined a programme of workshops aimed at clarifying and strengthening the respective roles of the Trafford Health and Wellbeing Board and the future Trafford Place Partnership Board, in anticipation of the new NHS Greater Manchester operating model. The proposal detailed two partnership sessions planned for December 2026 and March 2027, intended to develop a shared understanding of board responsibilities, identify areas of distinct accountability and overlap, and establish effective mechanisms for joint leadership and decision-making. The anticipated outcome was a clear governance framework to reduce duplication and strengthen collaboration across NHS, local authority, and Voluntary, Community, Faith and Social Enterprise (VCFSE) partners. The board was asked to acknowledge the imminent changes in place governance arrangements and support the proposed workshops.
