The Hackney Procurement Board approved a contract for architectural and design services for Stoke Newington Town Hall and deferred a decision on a legal disrepair contractor. The meeting also confirmed the minutes of the previous meeting.

Stoke Newington Town Hall Architectural Design Services Contract Award

The Board approved the award of a contract for architectural and design services for Stoke Newington Town Hall (SNTH) to Supplier A for a price of £1,420,185.39 (exclusive of VAT). This decision follows the approval of a Low Risk Business Case Report in July 2026, which sanctioned a Direct Award route. The contract is for two years with a one-year extension.

The SNTH complex, a Grade II listed building and part of the Clissold Park Conservation Area, has been in a state of significant decline, exacerbated by water ingress and failing infrastructure. The appointed Principal Consultant will oversee six capital delivery projects across the complex, managing multi-disciplinary architectural, structural, and mechanical/electrical/public health (MEPH) consultancy services.

The report highlighted that an open tender process was rejected due to the risk of a four-to-six-month delay, which would jeopardise critical roof stabilization works and the delivery of a zero-carbon Air Source Heat Pump (ASHP) plant room funded by time-sensitive grants. A mini-competition via the existing framework was also rejected to maintain technical continuity and avoid remobilisation delays. The do nothing option was rejected as it would lead to further deterioration and increased long-term costs.

The contract aims to maximise efficiency and accountability through a single Lead Consultant, ensure technical consistency and heritage safeguarding, and achieve economies of scale by avoiding the need for a new supplier to recreate existing technical data. Whole-life costing parameters will be embedded into the design brief, balancing immediate capital costs against long-term operational expenditure.

The procurement is compliant with the Procurement Act 2023 and the Council's Standing Orders. The contract value is within the delegated authority of the Chair of the Hackney Procurement Board. The report also detailed social value benefits, including educational engagement, professional mentoring, local skills development, apprenticeships, and local economic support. The supplier is committed to paying the London Living Wage and ensuring fair working practices.
