Tackling Environmental Crime

The committee is scheduled to receive a report summarising the work undertaken by various council teams, including the in-house Street Enforcement Team and Kingdom Services, to combat environmental crime. This report details efforts to tackle issues such as fly-tipping, littering, and anti-social behaviour through the enforcement of Public Space Protection Orders (PSPOs) and regular patrols. Between November 2024 and November 2025, the Street Enforcement Team responded to over 21,000 reports. The report highlights that dumped bags and bulky waste remain significant concerns, with dockless bikes and scooters ranking third. In the year leading up to August 2026, officers issued 5,779 fixed penalty notices (FPNs) for offences including littering, fly-tipping, and PSPO breaches. The report also details the number of graffiti and fly-posting removal cases, with a notable increase in fly-posting removals between 2023 and 2024. The committee will also review the council's response to anti-social behaviour, including the enforcement of four active PSPOs: the Wildlife Feeding PSPO, Earl's Court PSPO, Nuisance Vehicles PSPO, and Alcohol related ASB PSPO. Acoustic cameras are being used to enforce the Nuisance Vehicles PSPO, with 5,561 triggers recorded in the past year, and FPNs are now being issued following the re-establishment of DVLA system access. The report also outlines specific initiatives, such as the e-bike project to address parking issues and ongoing patrols to tackle illegal street trading and rough sleeping.

Waste and Recycling Update

A report is scheduled to update the Environment Select Committee on the borough-wide rollout and performance of household food waste collections. Weekly food waste collections are now available to all residential properties, and the focus has shifted from expansion to increasing participation and improving capture rates. Food waste collections averaged 82.3 tonnes per month in the first seven months of 2026, with a peak of 96 tonnes in one month, moving towards the council's target of 100 tonnes per month by the end of the year. The report will also cover the strategic plans and procurement programme of the Western Riverside Waste Authority (WRWA), including the proposed redevelopment of Cringle Dock. Technical consultancy services for the WRWA project have been awarded to WSP UK Ltd and Grimshaw Architects LLP. The report will also provide an update on securing operational depot and salt storage facilities, with a lease signed for Unit 5, Apex Industrial Estate, for salt storage. The committee will also receive an update on Residual Waste per Household (Kg) and Recycling Rate (%) for Q1-Q4 2025/26 and Q1 2026/27, noting a decrease in the recycling rate during 2025/26, which officers attribute to challenges in a densely populated borough with many flats, communal collection arrangements, and sack-based services, as well as increased contamination. Finally, the report will detail the current situation with street washing and enhanced cleansing services, particularly in light of the prolonged summer drought, and outline plans for tackling dirty streets moving forward. A proposal to use Extended Producer Responsibility (EPR) funding to expand street washing provision is also to be discussed.

Select Committee Work Programme 2026/2027

The committee is scheduled to review its work programme for the municipal year 2026/2027. This programme outlines the areas of focus for the committee's scrutiny activities, which include reviewing the delivery and performance of council services, departmental policy development, and external issues affecting the borough. The work programme is developed in conjunction with the Overview and Scrutiny Committee and will include a schedule of visits to support the committee's priorities. Key areas of focus for the upcoming year are expected to include waste and recycling, culture, cleaner and greener initiatives, net zero targets, planning policy, transport policy, budget and resources, flooding risk management, and sports strategy. The committee will also be scrutinising the budget-setting process for the 2027/2028 Budget. The report also lists potential future topics for discussion, such as Opera Holland Park, Leighton House, and Sambourne House as cultural assets, and the Climate Emergency Action Plan 2027-2032.
