The General Licensing Committee of Swansea Council met on Friday 18 September 2026 and refused an application for a hackney carriage and private hire driver's licence. The decision was made after careful consideration of the applicant's DBS report and circumstances.
Hackney Carriage and Private Hire Driver's Licence Application - KHR
The committee resolved to refuse KHR's request for a hackney carriage and private hire driver's licence. This decision was based on the conclusion that KHR was not deemed safe, suitable, or fit and proper to hold such a licence, in line with the Council's adopted guidance points 3.8, 3.27, and 3.37. No exceptional circumstances were found to justify departing from guidance point 3.32.
The Operational Lead for Licensing, Richard Jenkins, presented the background information on KHR. The Licensing Officer, Alec Dubens, provided a visual display of KHR's Disclosure and Barring Service (DBS) report. Members of the committee and the Lead Lawyer, Craig Davies, asked questions of the officers. KHR, accompanied by Mr. A, then explained the circumstances relating to the application and answered further questions from the committee members.
The meeting was held in a multi-location format, with attendees in the Lilian Hopkin Room at the Guildhall and via MS Teams. Councillor Penny Matthews presided as Chair. Apologies for absence were received from Councillors J P Curtice, P Downing, N Furlong, and B Hopkins. No personal or prejudicial interests were declared by members. The minutes of the previous meeting held on 19 June 2026 were signed and agreed as correct records. The committee also resolved to exclude the public from the meeting during the consideration of agenda item 5, as it involved the likely disclosure of exempt information under Schedule 12A of the Local Government Act 1972. This decision was made after a public interest test, where it was determined that the public interest in maintaining the exemption outweighed the public interest in disclosing the information, particularly concerning personal data and the identity of an individual.
The meeting concluded at 11:11 am.
