Temporary Event Notice for Pineapple Stall

The Licensing Sub-Committee considered a temporary event notice (TEN) application submitted by Adam M.A. Jones for the Pineapple Stall, located at the frontage of 284 Portobello Road, London W10 5TE. The application requested permission to sell alcohol off the premises on Sunday 30 August and Monday 31 August 2026, between midday and 7pm each day. Mr. Jones stated that the maximum number of people permitted on the premises at any one time would be 25.

Objections to the TEN were lodged by the Metropolitan Police, represented by PC Mark Perry, on the grounds of preventing crime and disorder and ensuring public safety. Additionally, a representation was received from RBKC Environmental Health, represented by Philip Richardson, also citing public safety concerns.

Adam M.A. Jones, the applicant, explained that he grew up in the area and wished to use the carnival to reintroduce community building and artistic activities. He described himself as an artist who aims to connect different parts of the community. The proposed stall would sell a pineapple punch, which he described as an alcohol-free pineapple cocktail or noctail and a traditional recipe. He acknowledged that he was applying for a licence to sell alcohol, but then described the product as alcohol-free. Mr. Jones mentioned his long-standing connection to the Notting Hill Carnival, having been on a float in 1984. He also shared his previous experience with a similar venture, an orange juice stall with a TEN licence at 142 Ladbroke Grove, London W10 5NE, two years prior, which he described as a successful and low-key event for friends and family. He noted that this previous venture was in a different location and that he had spent 18 months developing a cafe at that site, which is now the Artisan Bakery. He stated there was no trouble during his time there.

The committee members, Councillor Hina Ballara (representing Chelsea Riverside Ward) and Councillor Waller Idris (representing Brompton and Hans Down Ward), along with Chair Councillor Greg Hammond (representing Courtfield Ward), were present to make a decision. Lindsay LaMissuria from Legal Services and Paul Feehan from the licensing team provided assistance. Holly Weaver and Danny Hill from the licensing governance team were also present.
